1/100 change of succeeding to get the Kyuubi. Pretty much everyone who knows how to use the Kyuubi would risk it. You could get a lot of DK's to make up for the lost time.

hmmm..... well if youre talking about peple who know how to use it you might as well make it a high rank such as Hokage or maybe Master Hokages since its easier to use kyuubi to full extent at those ranks and Grand

it does reak of non-donating-cheat-cheating but there are people who can't donate that see people who do donate as cheaters. I would not have as many dk's as i have if i haden't donated for kyuubi so much so in this way i am kind of a cheater

I don't see the point in locking threads that people are active on.  Plus, Neji said permanent was a no go with 80% failure rate. I would think that this event in and of itself would be likely to occur since in general kyuubi is mount.  This should be like the hero's water but shortens your Forest Fights and PvP the longer you go between DK's.  Even after that the water's effect should only last until a DK.

On another note, as others know there are other ways to increase chakra, it is just a not a necessary item.  IMHO
