Should future Biju Tournaments and FFA require an Honor System? (Vote)

I broke out the pencil and notepad to begin refining the honor system proposal of mine (causes I'm old fashioned like that) but something that is still not clear to me personally is whether or not people even want an "honor" system. My original proposal is still very much a rough draft, so to get this clear, should there be a "honor" system that future biju tournament participants are required to abide by, with punishments enforceable by the biju council?

No additional votes were made since last vote count update, so no final vote tally made.

The "yes" seems to have it. The next part seems to be scrapping together the Honor system. I will unsticky this topic once the discussion on those details (or the vote on the rough draft) gets put up.
