Mission Act: Act #2, Bird is the Word

Mission Participants:
Player 1 (NPC LoB diplomats to Konohagakure, Kusagakure, and Sunagakure)
Player 2 (NPC LoB diplomats to Kirigakure, Amegakure, and Otogakure)
Player 3 (NPC LoB diplomats to Uzushiogakure, Iwagakure, and Kumogakure)

Estimated Time of Completion: 1 week

Mission Synopsis: While casting a wide net is a good idea, LoB officials want to also have national support as well. They seek diplomacy with the heads of major villages, and as such, are sending out specialized diplomats to make sure that the job is done on a much more personal level than the wide net approach. The diplomats are to explain the situation in a light that makes the Land of Birds seem to have the high ground, be it moral or legal (depending on audience). Even one major nation cooperating is a boon to the LoB, and that is all these diplomats have set out to do.

They of course are very likely to run into Tomi as well, and so are mostly going to fall back on their diplomat position as a deterrent in case Tomi or any of his allies gets hostile.

The Return of Tomi Uematsu

Status: Not Started

Mission Act: Act 1, Prologue

Mission Participants: Tommi (Tomi Uematsu), Player 2 (Bird Country NPCs)

Estimated Time of Completion: 1 week

Mission Synopsis: Tomi returns to Bird Country, seeking to check up on the state of the land. Upon arriving in the Capital city, Wataridori, he goes to the largest shrine dedicated to the Yatagarasu in all the land: The First Yatagarasu Torii Shrine. He sees a small line of people waiting to enter the shrine, where they pay a fee to enter and pay homage to Yatagarasu. Tomi enters the shrine after paying the fee and realizes that the Shrine, while still having a solemn feel to it, seems to have turned more into a tourist attraction; a gift shop has even been located near the back of the shrine, where the Tori Scroll was once kept!

Tomi's reaction and presence trigger the local guardsmen to gather. Tomi demands to speak with the resident shrine maiden, only to discover that no replacement had been made; rather, much like a tithe, the mediation between Yatagarasu and the people of the Country has become the responsibility of the Daimyou. The guardsmen then extend the Daimyou's invitation for him to meet at the Daimyou compound in order to discuss the future of the Tori Miku.

By the end of the meeting, Tomi departs to find the next successor to the Tori Miku legacy, and the Prologue formally shifts into the 2nd Act.

Mission Name

Status: Is either "not started", "started", or "finished".

Mission Act: Act #0, Templates

Mission Participants: Player Participant (Character name or NPC name)

Estimated Time of Completion: 2 weeks is always the maximum with participants fewer than 5, but some missions are by design shorter than others. The # of participants and the nature of the Event should be considered.

Mission Synopsis: The primary point of these "missions" is to give structure to the entire Event. Each Act has a definite start and endpoint, and due to the nature of the Missions, the participants should be declared early on; even if their characters do not make an immediate appearance. Additionally, the participants and potential participants need to be able to have a general understanding of what the goal of the RP is and how much flexibility they actually have in RPing the various characters that they may be controlling.

At the same time, the synopsis needs to be kept relatively brief unless the RP is essentially "scripted". Anything that the players outright dictate, such as how a character talks to another, should not be included in the synopsis. The synopsis should state the who, what, where, why, and when, but not necessarily the "how". It should also include conditions for completion, which may be as vague or as specific as reasonable.

The synopsis is thus the hardest part of the mission description, as it must fit into the overall, overarching story. If the synopsis is too long to be posted on the Ichiraku Ramen shop mission board, then a link to its forum posting should be made.

Village Square / Land of Birds Arc (Plot Overview)

I have much written in my notebook, but I'll clean it up and condense it so that you all won't have to read how I think. ^_^


The following RP Event is projected to have 4 "acts", each one consisting of sub-plots that have fairly definite end points in the bigger picture.

1) Prologue
2) The Bird is the Word
3) Confrontation
4) Epilogue


Prologue

- Bird Country learns of Tommi's return while he is praying at the Torii Shrin, prompting them to invite him to meet with the Leadership.
- Tommi accepts this invitation, initially desiring to re-assert the Uematsu tradition without having to resort to violence.

* Tommi's proposal to re-instate the Shrine Maiden tradition conflicts with the Bird Leadership's status' as the protectors and fertilizers of the land. As a result, the Bird Leaders, not being strong enough to actually kill Tommi at this point, "request" that he renounce his family's claim to the Torii and all associated privileges that come along with that. Tommi refuses, prompting the Bird Leaders to demand that Tommi leaves the country. Tommi, being completely outnumbered and knowing that to kill the Leadership at this stage might cause him to have to fight the entire Country, leaves without a fight.*

~~ This causes Tommi to feverishly search for a woman capable of taking on the job. While he prefers an Uzumaki, his priority at this point is finding a suitable candidate. The Bird Leaders will send out envoys the world over in order to try to recruit powerful player character mercenaries to their cause, telling their own version of the History of Bird Country in order to better fit the narrative of the Shrine Maidens holding the country hostage to their abilities. This transitions into Act II~~

The Bird is the Word

- Bird Country is spreading the word about the situation that they are in (with varying spins depending on the person playing them).
- Tommi is searching for a suitable person to be Shrine Maiden.

* Bird Country, knowing that Tommi WILL be back, and perhaps in force next time, seeks out mercenaries to help them deal with Tommi. At this stage, they are still gathering support, ninjas, builders, traders, foreign recognition, etc. *

~~ Tommi, again, is focused primarily on finding a suitable candidate for Shrine Maiden, but upon stumbling on the recruitment effort for the Bird's, comes to the realization that that avoiding any conflict is highly unlikely at this point, and so does some recruiting of his own. Act 3 is not transitioned into until at least 8 player characters (other than Tommi) of any trade (ninja, doctor, propogandist, etc.) are involved on either side (straddling the middle does not count due to the nature of the 3rd Act). ~~

Confrontation

- With some force now behind them, Tommi and/or Bird Country now begin their plan of attack. The Bird Country leaders' main objective is to either kill Tommi or capture his candidate for Maiden in order to use her as ransom. Tommi's objective is to wear down the mercenaries, build up support for the re-instating of the Shrine Maiden occupation, and should the opportunity present itself, directly confront with the Bird leadership.

** Now is the time for the Bird Leadership to deploy any ninja recruited (including NPC's) with the aforementioned goal in mind. They will also have to ensure that they keep themselves safe, and upon Tommi attempting to sway the common man, counter Tommi's efforts to gaiin the support of the populace. **

~~ If for some reason Tommi has not selected a Shrine Maiden by this point, then his focuus will have to shift to dealing with the opposition before it gets any stronger. At this point, the Maiden may be a NPC character instead at this point. The next Act is transition into by one of the two sides achieving their primary objective.

Epilogue

** Either the Bird Leadership has become compliant (or replaced with complaint parties) or secured their power base. Due to the nature of this Event, however, player characters may decide to become the Bird Leadership by taking over the Country, or may deicde to try to seize the Torii contract for themselves. The Event will be declared over, then if:

Tommi is killed, The Maiden is killed at this point, The Bird Leadership is killed and/or replaced, or when declared as such by popular vote to be had here on the forum or in the MIssion Headquarters on SL.

Council / Kayenta Replacement or Leave it Be?

While the Biju Council hasn't had much, well, Counciling to do in the past few weeks, a member has still stepped down and thus there is an empty space in the Council. We have an even number of Council Members, so do we want to have someone fill that spot or just leave it be?

Bugreports / Server Issues?

Has anyone else had trouble logging into SL today 2/12? Chrome in particulary is so upset that it crashes whenever I try to load into SL, and Edge just forever loads. The forum is working fine though, so anyone know if there is an update or something that is causing this?

**Edit, I think it might have been a "just me" issue, since it cleared up with a computer restart.

Naruto / Boruto introductions?

I have not really kept up with the manga series since the end of Naruto formal, but apparently the new Boruto series continues to expand on the narutoverse. What made me come to realize this?

Not that I couldn't already do something similar with cursed shadows, but it's apparent that the Boruto series is going to take some time to expand some of the "other" clan stuff as well. Are we as a whole acknowledging the Boruto manga/anime series as much canon as Naruto manga/anime?

As the title states, this thread will be for the Free for all participants to take votes on things. The first thing I want to see is where all of the participants stand regarding what counts against the commonly held 3-action limit, and if clones/summons get their own limit or share the original's/summoner's limit.

Though I hold a particular view that all of the player's characters/summons/clones etc. in that post share the 3 action limit, and that activations and manipulations (direction, shape, magnitude, anything but just upkeep with chakra drain) I want to hear the other participant's thoughts on this so that I can rule more along those majority lines next time around. If it comes again anyways.

Council / When does the Council Strip?

Okay, so while I was tempted to post in the thread that prompted this question, it seemed that that matter was already done. I just want to be entirely clear though for future reference (everybody's) and maybe even propose an official rule or two.

Does a warning/notice have to be "official" before the Council takes action? Because I don't remember voting for that at any point, and don't recall acting that way during my time in the 1st Cohort. If anything, "any" public notice that the rule was being broken was enough to constitute a warning, especially if from a council member.

And also, last I checked, breaking any rule willfully was grounds for stripping because following the rules is part of the host's job description. The point of the Biju Council was to enforce the rules; whether it be strip or otherwise, there should indeed be a punishment for not making a preferences thread. If you have a character with a beast, there needs to be a post about your preferences and stuff in the biju challenge thread.

I do not agree with Athos' handling of the situation either, but I am far more concerned about what the current Council members' opinions on the matter are towards their situation.


You shouldn't be stripped for not having a challenge thread. That's stupid. Not that big of a deal IMO...

Then what rule is that big of a deal? Is it a on a basis of whim? Only the ones that are explicitly stated to be strippable offenses, any other case after that is entirely up to the Council? If this current Council is going to enforce the rules unevenly, then obviously the punishment for breaking each and every rule needs to be explicitly written into the new rules, because THIS is untenable in the long run.

So, by a vote that I do want to quote right now, IC hunts are a to be a thing. So I am putting up a rough raft of the format for general IC rules. I put some work into this, and my heart told me that it would be best to not get too gritty into the specifics in case everything is outright rejected. Some thought has, over the course of these past few months, gone into said specifics, but they are not going to be compiled and included here.

Without too much foreplay, here is my rough draft, copy-paste from Memo.

IC biju rules need to include several things, primarily the hunting and fighting portion.


Hunted: summoner or jinchuriki

Hunter: challenger and/or allies

Support: the hunted's allies

Neutral: All other individuals


Hunting: In order to discover the hunted and have the option to initiate a battle, the following conditions must be met by the hunter(s):


* The hunted's identity must be known to at least one of the hunters.


* The hunted's physical location must be known to at least one of the hunters.


* The hunted and the hunters must be within the same zone or, if in a village, the same dwelling and/or district.


Battling: A battle is initiated automatically if any of the conditions are met:


*Any of the hunters attacks or is attacked by the hunted or his/her support.


*A zone fight involving the hunted is ongoing or initiated by a neutral party while the hunter(s) are in the same area.


During the Battle Phase, the hunters have the objective of subduing the jinchuriki (not killing), killing the biju summoner or stealing a summoned biju, or, if possible, convincing the biju holder to surrender. Once the battle phase is initiated, neither the hunters nor the hunted may leave the zone for any period longer than 1 turn (to permit retrieving something from a pocket dimension, resting, etc. for either party). Punishments are on a case-by-case basis with the judge's word as Final.

Any others involved in the area during the battle phase are counted as "Neutral". They can reduce damage to surroundings, flee the battle, and interact with any other Neutrals, but cannot directly interact with the hunters nor the hunted and his or her support. The judge makes the final call on what counts as direct interaction or not *hint, counter-attacks intended to kill the hunters or support count as direct interaction*.

The hunted have the objective of either killing or subduing the hunters. His/her support wants to aide him/her in either or both endeavors.


During a battle, excessive inactivity (defined as, the moment said individual's turn is up, 72 hours passing from that point) will be counted as either:


Hunter - Captured, Killed, Flight, or any other reasonable condition as determined by the judge.

Hunted - Captured, beast extracted, beast stolen, or any other reasonable condition as determined by the judge.

All hunters and all hunted/support must be declared at the beginning of the Battle Phase; no additional hunters nor support may enter the fight once the battle phase begins. NPC's are not allowed to engage hunters, hunted, nor support characters. They are allowed to reduce the damage done to surroundings and other NPC characters. What counts as this is up to the judges discretion.

During battle, characters are allowed 3 actions, including any clones made. Summons are allowed a single action of their own, but may also take up an action of the summoning character.


Each and every technique used in battle MUST have a detailed description, including the elemental type (if applicable),the intended effect on targets, and any other effects that are relevant to all of the characters affected understanding the technique and it's consequences as determined by a judge if a dispute were to arise on the matter.


A combination of external references and in roleplay descriptions are advised.


The judge's decision is final in all cases except in cases of rule violations, where an appeal can be made to the Biju Council only. The judge reserves the sole right to void a portion of the biju related RP if such is required for a decision. Should this also interfere with outside RP, the judge should make clear what is voided and the consequences on the entire zone/village etc. as a result of the void event.

Upon defeat of the hunted/support and/or the hunters, the battle phase ends. Thus, hunters may escape with their prize by any means available to them, and hunted/support have a 5 turn cooldown before any new hunters are permitted to start an engagement (IE, start a battle phase).

Challengers are also required to post here in order to formally challenge the host. Any challenges made outside of this thread for this beast are, from this point forward, are not considered official and should not hold up in a Council verdict as legitimate.

Each new preference listing starts as the beginning of a new preferences cycle; if, for whatever reason, a challenge is made before the preference goes up, then that challenge is still valid and must be included in the challenger's listing. Each beast thread will have this same notice as a reminder of how these challenge threads should operate.
