That's the point. You can't be perfect if you can get it that easily. Perfect Hokage is probably somebody who has mastered all the game secrets, can make ultimate use of his/her abilities, and has the fastest orochimaru kill speed.

But yeah Gyu does have a point.  Everybody at that rank will likely have a custom title although a custom title and a rank are two seperate things.

Paradise Writer
Nukenin- Rouge Ninja
Hoshikage
Kazekage
Mizukage
Raikage
Tsuchikage
Otokage
Niju Shotai * - This is currently the highest platoon ranking given, this was the title given to the 20 platoons sent by Tsunade to eliminate the Akatsuki. I won’t go any further with the story, because of spoilers. For those that keep up with it, you already know what happened to one of the main characters.

The five Kage have different titles depending on their village. Those titles are:
•   Hokage (literally "Fire Shadow") Kage of Konohagakure
•   Kazekage (literally "Wind Shadow"?) Kage of Sunagakure.
•   Mizukage (literally "Water Shadow"?) Kage of Kirigakure.
•   Raikage (literally "Lightning Shadow"?) Kage of Kumogakure.
•   Tsuchikage (literally "Earth Shadow"?) Kage of Iwagakure.
•   Hoshikage (literally "Star Shadow") Kage of Hoshigakure*(only in anime the 6th Kage)
•   Otokage (literally "Sound Shadow")Kage of Otogakure* Not recognized by five great Hidden Villages. 

*If deciding to use Daimyo. A Daimyo is a lower rank than Shogun, and a Shogun is a lower rank than Regent.

I think Academy's should kill oro twice,genin can go to chuunin afer 5(Total) kills,and chuunin to jounin after 7(Total).
