Neji can you make it harder to get the SST event I ran into it twice in one game day before...is that luck?
I see it once every 3-6 game days and if not then I see it Once a week.

You are just lucky, Konoho has not gotten that event since hunter nin. Mihazi has gotten it only twice since staying at level 15 and  before that was when he was hunter nin.
I rarely get the SST event.

Pure Luck, also the obtaining of level 1 *should* be relatively easy, about the same chance as CS1.
