I am a bit nasty when it comes to buying buffs directly at a shop only related to it and with no drawbacks.
how about... 66% your weapon gets damaged with the same minus you asked for as a plus? of course, the "work" would be free....
or a base chance of 20% failure, and with every + on it, the chance grows by 15%, up to a maximum of 90% ?
believe me.... 600 gold for +1 is ... a no no
even as a buff, that's TOO cheap. make it 6000, then we can talk.

You could maybe put the new feature in Konoha Gakure since it has no Weapon shop. Concerning the fact you can only buy level 15 weapons in game.
1: put a shop in Konoha Gakure that you can go into and have these options….

(+5 hit Requires 24 DKs and costs 14,000 gold and 6 gems. plus you lose 6 turns)
