Is there a reason why I can't lock topics anymore?? Did I miss an announcement???

It talks only about deleted topics, please check it again, it doesn't have anything to do with what I am trying to say, why can't I lock my topics anymore

it's so that people in the future will be able to open them up again if they want to post something in it. basically if i make a topic about How cool i am and lock it someone in the future might want to make a similar topic and since the one I made will be locked they will open another one up thus wasting space.
