I know this has been suggested before, but maybe nuetral people could meet Tsunade and she teaches you how to get that diamond thing on her forehead, you know that gives her extra chakra. I would do basically the same thing as CS just without it being upgradable

neutrals do have other advantages.

if you're neutral, why would you strife for power?
what is your motivation?

that is something for roleplay ;)

that is something for roleplay ;)
because, being neutral enables you to play the game with more skill,so you stay neutral..... its probably a really hard aspect in the game and i dont know... it probably wouldnt be bad  for the skillful neutral people to be rewarded
