donation kyyubi vs. stables kyuubi

lets assume i donate for kyuubi but he shows up the next day in the stables ive been waiting damned near forever for him would there be a way for me to "get rid" of my donated kyuubi so i could buy the permanent one?

My understanding is that IF you have enough gems and gold on the day it is available in the stables, you can submit a petition requesting that be done for you.

I thought I remembered reading that a few months ago.

how much does the kyuubi cost? and what rank should i attain to get the kyuubi?
