I think Chidori should be an Uchiha Jutsu for when you activate sharingan, however it must be a great deal harder to achieve than the regular Uchiha Techniques. Sharingan is needed to perfect Chidori, so that is one part done. I say that you must Train with Sasuke for it after awhile to gain the speed needed, but he won't let you train everyday. After you train with him a number of times he says you need to find Kakashi to finish the training as he can teach you more accurately. The Kakashi event will a forest event kid of like the rasengan event.
That is how I think it might work.

But seriously, there aren't enough balancable things to make this work.
That's why it should be a mirror move to Rasengan, like Neji's original plan.
If not.. Eight Trigams: 64 palms, or whatever is best for Hyuugas (I've heard 361 :O)
And.. Hidden Lotus for Gates.
And Chidori for Uchiha
Though, I like having it a mirror move. just more powerful if you happen to have the Sharingan.
