well i dont think that i fought Ebisu so i dont know.but what jutsu does hyuuga hiashi use because he didnt use any jutsus either?

Pretty sure they still have their specials. I fight them and they use them all the time.

what abyss said... oh yeah, go a few turns in, I don't remember if they use it at the start of the fight, but I think they do it a couple rounds later

1. None of the enemies will use a single jutsu until late chuunin.
2. Sometimes, you get lucky and a enemy won't use a jutsu.
Its one of those two.

1. None of the enemies will use a single jutsu until late chuunin.
2. Sometimes, you get lucky and a enemy won't use a jutsu.
Its one of those two.
