you might have noticed that the hidden cave never talks from "hey, get a kekkei genkai here".

it gives out outstanding abilities. therefore any POWERFUL ability with a rating to be insane to put in just like "get it now, use tomorrow" is nonsense. Whatever costs a great deal of work, will be ONLY in the hidden cave.

Well the Shodaime Hokage, the Sandaime kazekage and Lee/Gai didn't exactly came out of the womb using mokuton , satetsu and opening the gates , they had to work through life in order to develop these abilities that only them could use, and until someone other than Jiraya uses this one, there's no way of knowing that this isn't something that only he could do.
