No you can't ride Pakkun, he is friggin tiny.
But he can sense enemys near by with his nose, thus you find creatures easier and waste less turns.

Then by your logic, Akamaru and Kuromaru should give turns too.
Turns are supposed to be energy, and HP is health.
So riding on a big mount means you use less energy, then if you ride on a tiny dog.

Let's look at the bigger picture---->THIS WILL NOT HAPPEN! And you never answered how many FF's Pakkun would have in the event of this change. Keep in kind Kyuubi the STRONGEST AND BEST MOUNT who is a fox and can sniff and find a banana from 151.3 miles away, and he gives 15 FF's. Not to mention he is as big as a mansion with a 3 car garage. 

Miha is right why be exclusive with just Pakkun? Kuromaru and Akamaru are dogs as well, and im sure they dont like being excluded.

P.S. Your "Think before you post" motto doesn't work very well.

But like i said, if you have an animal that can sniff enemies scents then maybe he will help you find enemies without having to wonder around so much.
