Well this was just kind of to go with my the mission idea i had before, but members of the akatsuki had their own hideout and were not citizens of their original Country anymore. So my idea is to have pretty much an akatsuki town to go with my mission idea (pretty much have fire,water,and wind country and maybe Rice competeing with Akatsuki) Citizens of the hideout will get there normal stat boost ( ex. will of fire, sand sturdiness etc.) but will also get +1 in speed. The akatsuki can move freely to other countries but you WILL be hunted down constantly while wandering through towns. People not in akatsuki can't enter the hideout by normal means unless it's a mission or you find a map.
