Byakugan- if you notice, the only hand seals needed are to make the byakugan start/focus chakra, the actual techniques used (jyuuken, kaiten, etc) dont require handsigns, just chakra focus and movement into stances

Same concept as ninjutsu. Ninjutsu, and genjutsu use chakra, and basically what you have. Rasengan is just another way to use what you have. Like suna ninjutsu requres sand, meaning you have use sand to use it. Same for suiton, katon requires buildup in the chest then releases the chakra as another form.
