The bar was a closed environment with plenty of stuff so people bothered rping the environment instead of randomly climbing in to a tree in the middle of a road in konoha or something. Maybe reintroduce it with Jounin or higher players being able to work there and gain gold/gems where if they don't keep order in the bar they can be fired? Keep the place in check.
