question about specialty req.

i guess there might be old topics liek this but i thought of making a new one.

Well,lets say hyouton requires 16 constitution to use.And i have,lets say,14 con,(16 if with sand sturdiness).Does this mean i get to use hyouton or have to gain 2 more con?

You have to have 16 constitution points without the buff from being a Sand nin.
