Is the Guy from the Kirigakure's Beach the same Guy/Gai as Rock Lee's sensei?

I see...I thought the GUy in Kirigakure was the Guy that was Lee's sensei. :D I saw that it said he had blonde hair and it confused me, but now, I know that they are both 2 different people..:D
