Freakishness of the Souls?

I'm sure I'm not the only one on Shinobi Legends to ask this question but..

What's up with the Freaskishness of the Souls? I lose 1,750 gold a 'day' because of souls wreaking havoc on the city, and the city takes the gold out of my bank account. I don't know what to do about it.

Anyone have suggestions?
