Of course Chidori should be in Raiton if it was in the game.
What I was saying is that to make it appear in Raiton is to have Uchiha/Lotus.
That's how I look at it. ;)

But that might not even be the case.

Well these clones could attack. Considered that?
Multiple Bushin Punch? All your clones punch at once.
My way of creating them would be that you devided your chakra so that you only have a set amount of clones that you can make. And I think it would be nice for the sitter to get something unique, only for them.

Sitters already get the uniqueness of being able to kill people way higher than them in rank. They can also learn Rasengan if they want (my sitter is almost done learning it). They don't need more 'unique' things only for them. And uhh the bunshins already do attack.

No,no,no,no. You don't understand. I meant with jutsus. And the bushins would have the same health as the user. Mabye not that would be OP.
But they should have their own move list.

Off-topic I know but I want to add that. It's pointless if the clones can attack, you know why?
Half chakra = half power = 50% effective or less. Very rarely do we see any foes in Naruto succumb to Multiple Shadow Clone jutsu. For all we know, the only reason Mizuki got hit with it was that he got caught by surprise. No one expects a Genin to perform that jutsu, after all.
I cant think of any (significant) foes that succumb to it off the top of my head. We just saw Nagato knock out that jutsu with 1 move a few eps ago.  >.>
Even if it's implemented, it would definitely get nerf somehow especially the "hit accuracy" dept. Probably seeing so many misses on the opponent.
Also it doesnt matter if it has the same hp as the user since one hit is enough to "kill" them...even 1 pt of dmg is enough. >.>

EDIT: Now that I think about it, Chidori should be a Sharingan/Lotus combo move. After all, you need Sharingan to use it successfully. >.>

But Chidori has nothing to do with Lotus.
You can use the Chidori without the Sharingan... it just has some Negative effects attached... hehe

No, but to be able to firmly pull of the perfect Chidori one would need to be physically adept and speedy (Lotus), and be versatile and perceptual. (Sharingan).

Otherwise you would be running in a straight line and asking to be killed.

Well, in general shinobi are all pretty speedy, but the thing that you definitely need for chidori is sharingan. So chidori, if it were to follow canon, would only be allowed for Uchiha in sL.

If that's how you want it Purple then I suggest Chidori require a minimum amount of speed to pull off.

Well I never said I wanted chidori to be implemented. I'm just saying that I personally believe that chidori would probably need to have Uchiha as a base requirement, but that'd make it unfair I think. I think it should just stay as Rasengan for now as an extraordinary jutsu.

Or as another Option, we can stop pointlessly talking about this because I think Neji is fine with how it is, this has been bought up plenty of times in the future and nothing has ever come of it, so either Neji isn't putting it in, or has something planned. Full Stop.

Ok, back in this I saw someone say Rasengan for Uzumaki clan. Only 1 Uzumaki knew it, and thats Naruto.
Kakashi knew it, Minato, and Jiraiya.
Also, Chidori was developed before Sharingan.
All it required was speed. You dont need Hachimon for speed, Kakashi did Chidori without Hachimon or Sharingan in Kakashi Gaiden.
