Can the clans with only 1 player, most likely the creator, be deleted and then that player be refunded?
No. If you apply to coach a basketball team (which costs money) at a recreational center and then bail out, you don't get anything back.
You are voluntarily making a clan. If you choose not to follow through (for which ever reason) why should you be refunded?

Well, they paid to make the clan, which didn't take off and get a lot of members. It's not like they're voluntarily losing their clan, we'd be removing it.
So, let me see if I understand this.

Plus (I don't know why I didn't think of this before), it is a risk you will be making.
If you get refunded, where is the risk? the challenge?
This idea would most likely lead to an unintended consequence of a plethora of more clans.
(which is what the majority of SL have been complaining about)
