How can some people dont have any rank?

I see a lot of people without a rank. Only name. How can they do it?

What?

As in Raifudo Makashi rather than Mizukage Makashi?

If that's the case: it's because they buy the custom title option from the Mission Headquarters.

If you check the bios of any person, under their name and title, it pops up with their rank (tittle) which states what they are. Either in the Japaneese Kanji's, or written in the English traslation...
