How often does the bounty page refresh? >>

I've noticed it's been taking a long while and that when you type in some names and select them, they say this person isn't here.

That person has to place a bounty on themself at the Inn at Ninja Central if I recall correctly.

You can't place a bounty on yourself unless you do it through an alternate... Even then, why would you want a bounty on yourself anymore? Not as many people go huntin' for the gold nowadays.

You get off the bounty list everytime you Oro kill. So if you put someone on there who levels like a steroided Uchiha, then they will probably not show up on the bounty list by the time it refreshes, becuase I know for sure it is not an automatic registration on that.

None of the answers helped.

Causing a stir amongst Acads to get them active with bounties. So, fast leveling is out of the question.

Also, no self bounty. Why would I do that?

Placed bounty on person: How much time and/or days must pass before it does appear?

Why when selecting names upon the list does it say this 'person is not here'?

Chances are, it is bugged or "broken". That didn't used to always be the case though. 

And how much time? I'd give it two, three new days at the very least.

Should appear instantly on the board (~5 seconds) if not, let us know so there might be a caching issue.
