Well, Samaheda's abilities and Preta Path are slightly different, but that is probably a reasonable way to look at it. Kisame's shark-like appearance is just a Kiri gimmick (apparently they have been screwing around with some *animals* since they prosecuted off so many of their KG users in the canon...)
