This is just a rough draft of things. I'm not trying to void any thing that is cannon but merely create a system that people who wish to can follow in order to perhaps not have such OP characters. There will always be those with skills that are stronger cannon wise (doesn't mean you know how to use them) however it helps if they are limited.
I'm not trying to force this upon anyone not in the least. However I would much enjoy seeing it take root and spread throughout the site. It can also be noted that in game resets shouldn't reflects this build in the least.
Attribute System:
One is awarded x amount of points upon character creation~
ACSD: 5
Genin: 10
Chuunin: 15
Jounin: 20
Kage: 40
These points are then spent towards the attribute system that helps determine your character’s stats~
Strength: x/10
Speed: x/10
Durability: x/10
Chakra Capacity: x/10
Intelligence: x/10

Basically each character is granted the amount of points placed in there ‘Chakra Capacity’ times 6.
Example- 3/10 means 18 chakra points. This reflects the amount of just that can be performed. (One should also note once this number runs low they become exhausted)
[b]Jutsu Coast System:[/b]
E-Rank: 1 point
D-Rank: 2 points
C-Rank: 4 points
B-Rank: 6 points
A-Ranks: 8 points
S-Rank: 10 points
Therefor a Genin with 12 chakra points could theoretically perform= 1 c-rank jutsu, 3 d-rank jutsu, & 2 e-rank jutsu.
[b]Jutsu Setup[/b]
To prevent character from having to wide of a arsenal and keep fairness in hand to a degree ranks will be issued a jutsu count. Meanind you may only know up to this many jutsu. (“*“ means infinite)
ACSD: *e-rank, & 2 d-rank
Genin: *e-rank, 8d-rank, & 2c-rank
Chuunin: *e-rank, 15d-rank, 5c-rank, & 3b-rank
Jounin: *e-rank, 20d-rank, 8c-rank, 5b-rank, & 3a-rank
Kage:*e-rank, 25d-rank, 10c-rank, 7b-rank, 5a-rank, & 2s-rank
*Character Set Up*
So in order to limit the characters we are going to limit the things one can use to a very high degree. Basically make it so that there are no Madara or Kabuto’s running around but more Shikamaru or TenTen whom hold true to one type of fighting style.
It would be wise to think about this when setting up your attribution points as you don’t want them two to go against one another.
From this list you may choose two that your character can use, one as your main and the other as your primary:
Ninjutsu
Genjutsu
Taijutsu
Bukijutsu
Fuinjutsu
Meidc-jutsu

No next is where the big stink comes is, finding equilibrium with those stronger skills. Therefor we shall lay out an outline for KKG and things of the sort.
-a character may choose to have no KKG, special skill, or anything of the sort and those characters are awarded extra points to spend in their attribute system
-a character may choose to have a KKG but may not have any type of special skill or jutsu along with it such as Edo, FTG, Clan Techs, Sage Mode, 8gates; the amount of elements they can have shall be limited as well respectively to the KKG for example Mokuton: Doton & Suiton, Kaguya: none, Dojutsu: one, Rinnegan: none ^^Note: There will be no KG stacking so no EMS & Rinnegan
-a character may choose to have a clan skill that is not a KKG however this skill will be treated as such
-a character may choose to have a special skill such as Curse Seal, Sage Mode, or 8gates this will prevent them from being able to use any special jutsu, place a limit on the elements, and prevent them from being able to use a kkg. ^^Note these simple add extra attributes once activated.
-a character may choose to host a special jutsu such as Edo, FTG, Rasangan, ect. This will simply prevent them from having a KKG or special skill and limit their element count.
-a character may also choose to have no special thing of the sort and sub out their extra attribute system points for a third element
