He missed the arc where the Rinnegan user proclaimed himself God and got an entire village to believe it. Subsequently, when the Rinnegan began being used here on SL, he must have missed that as well.

 :P

Or he doesn't consider Rinnegan users to be practical gods of the realm as far as the characters themselves.
