Does this stuff actually mean anything? Only thing I guessed it does is determine which type of ANBU you encounter in the forest. Am I wrong? Or is there something else?

We had a huge pvp war with nations divided.

Kirigakure won, so by default, was at bad terms with Konoha. Konoha and Suna were allies in the pvp war, but against Kiri and Oto, etc.

But what upgrade would be done though? Other than another war, in-game (not RPwise) relations haven't changed between the villages after all of this time. Iwagakure and Kumogakure would need to be added of course, but other than returning all relations back to neutral, what kind of update can be done outside of adding the new villages?

I wouldn't object. 'World events', 'raids', etc... are stuff that's missing from this MMORPG (it technically falls under that class). There's the holiday events, but that's really about it. It would be cool to have something else besides the story lines thought up in RP.

I'd rather none of the stores/activities be moved even if some pvp 'war' thing happens. Currently they're in at least some semblance of balance between villages, kiri has its beast store, suna its item store.

It would, but then we would still need to have a reward for the winner. Maybe buffs for the race(s)? An adjustment of prices or availability for goods? No santa for the losers?

Nevermind about that last one, that's... that's just too far. D:

Ooo ooo ooo, maybe a cool mission HQ-obtained reward, like an updated, "I won bishes" icon in place of the race/nation icon in the bio?

You know that little icon thing would be cool. Just have it be another graphic that shows up on the bio and then in the Hall of Fame add it to the list of achievements?

Since I'll be switching to Otogakure, I'll do my best to help it win. Even if we don't, I'll still have fun.
And as for a reward, maybe a little graphic next to village of birth? Of course, this would only go to those who participated in the event and not everyone of that birth. If that's possible.
