Good and Bad ANBU

Everyone runs into the ANBU during this game, but depending on your nature and what village you're in will determine whether or not you'll fight them. I just recently encountered them in Oto and was surprised to see that they were the Good ANBU. Wouldn't it make sense for them to be Evil in that village?

Kiri was made to have evil anbu once Otogakure left.

Could ask Neji to make it go back, or there could be two evil villages!!

Long story short, I don't think it was ever fully resolved. Since Oto is back as hidden Oto maybe the discusion can take a freh take thi time.
