Anyone who currently owns or hosts a bijuu is not allowed to be on the council. Anyone who is the current, active, Kage of a major/active village is not allowed to be on the council.

I think this right here nailed it. I have to agree with what Bocc said.

I would add in a probation for those stripped to be on the council... perhaps that is for another vote though?

I stand with Bocc here. This way things and secretive motives do not get in the way of voting. Those who hold a high position of power should not be on the Council.

I vote:

No current hosts or bijuu owners.

No Kage whose village has a host or owner. I agree no Kage of a village with a host or owner, cause that would be a conflict of interest if one had to be stripped. No one wants their warrior's stripped.

However, we are short on possible council members so... like Chusaki would be fine cause Suna doesn't have a bijuu. Becquerel would be fine too, Oto has no beasts do they? Is Ryoji still Oto or is he considered his own group now, the Boshoku? It is hard for me to keep up with host affiliations sometimes. Miyuu would be fine cause Iwa doesn't have one either.

Since they would not be judging matches...I see Kage's with no beasts in their village being an issue, even if a challenger is from there. But should that change...I feel they should step down.

Vote:
-No current hosts or owners of a bijuu.
-No Kage who possesses a village member with a bijuu.
-No potential judges of a bijuu fight (more like the council member can't judge a bijuu fight once nominated)

I also vote for this.

No current hosts/owners of beasts.

No kage. The allotment for whether or not anyone in their village has a beast seems like too much of a technicality to me. As Kay mentioned, someone in their village could challenge for a beast, win, and then that person would have to step down off the council. I think that's getting to intricate, and it would require updating the council roster more frequently.

Just leave at it no village leader/kage.

EDIT: I do think I have an opinion on whether council members should or should not judge biju matches. I do not think it matters.

This. Basically, nobody with current power should be given more power. Even if a 'Kage lacks a Jink. in their village it could still pose problems as Camel said.

That's a good point, but we have seen such 'bijuu hunting' taking months anyway. >.>
Maybe there should be a rule that a challenger (representing a village) should notify their Kage of their 'pursue'. That way if the Kage is in the council, he would have time to find a replacement IN THE CHANCE that his village will own a bijuu.
