no, you would have to train for it, not get it automatically, but about that time about yes, I think hunter nin is OK for the best one.

the "mounts" like akamaru will be handled differently... they are like kekkei genkai... you are born with in a way... or in a clan (Inuzuka) ...also kyuubi+shukaku are very special. I have no absolute concept yet.
