Making the Forum allow new accounts?

I've been told the forum no longer allows new users and was wondering why/if it would be possible to allow such things again if possible.
Every life has meaning, never lose sight of that.

Is this still an issue? I don't have an answer or anything for it, but I'm kinda curious if this was ever resolved.
