While I'm at it, what should be the ratio of jinchs to non-jinchs on the Council? As the number of Council members total will almost guaranteed be an odd number, 50% would lead to a decimal number (2.5/5, 3.5/7, etc.) and so for that option a more practical percentage range would be 40% ~ 50% (doing the math, 2/5, 3/7, 4/9, 5/11, etc. all fall within that range), 20% ~ 37% (1/5, 2/7, 3/9, 4/11) and so on and so forth. There is of course the high end as well (+50%) of which, based on what I've seen floating about in the Council section and beyond on this matter, only a little bit above 50% seems to be the thought on that (3/5, 4/7, 5/9, 6/11, 50% ~ 60%).
Of course, it would be silly of me to not include a "no ratio" option, which basically says that there would be no numerical limitation to the number of jinchs that can be on the Council.
1) 20 to 37 percent jinch: 5
2) 40 to 50 percent jinch: 2
3) 50 to 60 percent jinch: 0
4) No ratio limit for jinch: 1

There shouldn't be more jinks than non jinks on the council so a bias isn't formed.

why use percentages at all when you are talking about a ratio? can't have half a member?
then don't make half a member. Ratios...fractions are your friends.

and we are talking maximums with respect to jinks to keep them in the minority? If a council would be elected that has no jinks, is that fine? or do we have to go appoint a couple to meet these number and ensure their representation upon the council?

If no jinks are on the council that's fine.

good to know. cause that was a concern that was raised at one point. As though former hosts were not going to be fair or knowledgeable enough about the concerns of the host or something.
