This honestly should have happened a long time ago, but this is me officially relinquishing the 5-tails, as I have not and probably will not for quite some time be active enough to really do anything with it RPwise. I regret that this turned out to be the better of my options.

If you scroll down to Hashirama's English dialogue, read from right to left order, he says:

The wood dragon nullifies Madara's chakra absorption techniques because it absorbs chakra, not because it is some innate ability of the dragon's, at least according to Hashirama. This sticking point the wikia only added as trivia for the wood dragon and is not mentioned in the preta path article, despite that being one of the few times in the manga in which the preta path would have been bested.

Of course, it is entirely likely that this was used on Madara before he could activate Preta Path, but this is still a precedent of a chakra absorption jutsu being used to overpower and nullify the effects of the other.

Finally, my opinion regarding your Thesis:

1) The Boruto manga had two of the exact same techniques with the same power against each other. Two chakra absorption techniques of equal power, just like two regular ninjutsus of the same strength as each other, cancel each other out. Therefore, unless "similar" is changed to "equal", as I see it, the thesis has no more supporting evidence now than it did when the dragon rolled up on Madara.

2) How are chakra absorption techniques ranked in terms of strength? Is it the power-ups behind them like most things? If that's the case might as well lump them in with every other jutsu scale.

3) Accepting this thesis would mean that barrier-wide and large area of effect chakra absorption techniques (Kirisame comes to mind here) theoretically can then be bypassed by using something akin to preta path or another chakra absorption barrier. It would reduce the utility of large scale chakra absorption barriers.

Why bother, like you yourself said councils dead (not that it ever worked to begin with), and no one person can just dictate these matters, so if Neko and Ray want to do this there's nothing anybody can do to stop them. All the whole grace thing would accomplish is just pointless waiting, since not much -if anything- would change in that time and in the end they would just fight it out anyway.

Better cut to the chase and get it out of the way.

What if Neko doesn't want to fight immediately though? What if he would prefer to wait the time of the grace period so that he can properly prepare? It is rather telling to me that he did not jump on here and say "let's fight" right when Ray said he wanted his name on the docket to take the beast, nor did he make any such statement in the challenge thread.

If for no other reason, that is why to bother. There are other reasons such as "those are the rules" and "he has his rights", but that pretty much sums it up. Neko is not forced to fight until his grace period is up, period.

Technically there needs to be consensus among the Council members that this is how the stripping should be handled. Of course, that leads to the question of whether or not the current Council members are actually active to make the consensus.

If it's worth anything to the remaining court of public opinion, I do not object to this handling of the beast, assuming that Koji had no disclosed reason for being inactive for 20 days. From the activity of myself and the forum in general, I suspect this will not be a major issue until some ways down the road.

Now that you mention it, yeah, that is a glaring "wtf", especially during the sparring and scenes where we can see her outfit in comparison to both of her teammates. Sakura could easily pass off being in the same time and place as Sasuke and Naruto, but Sarada does not fit at all attire-wise, at least in this chapter.

I mean really, look at that difference between the way she is dressed and the way her teamates are dressed. It could be the news getting to me, but does it not kind of seem like the artist is drawing Sarada more provocatively than necessary? Page 15 bottom panel furthers Shadow's point that the skirt that she is wearing is too short for the mission she has been sent on, especially when paired with high heels.

 I don't keep up much with Boruto, but is this a normal thing or something special for this chapter?

By this point, with there having been no contact between me and Sabu and no progress made on this, I think it is safe to say that this challenge is for the time being on hold. Assuming another challenger does not jump in line by the time Sabu comes back, this thread and the stuff we worked out can be preserved for that future time (albeit, we'll probably just do an OOC fight).

Seems like there's a lot of hurdles you're putting up in front of yourself.

Go back to the days of old where you only need a judge to make decisions.

The only "hurdle" that we were not able to best was that of the position of BGM, the newest role that had been introduced in IC hunts in order to manage the RP. Otherwise we had the rest of the pieces together.

In any case, Sabu has been waiting for something for a long time now, I'm more interested in having him at least get a fight for what he challenged for if not an extensive RP scenario. We are way past the various time limits that were put in place for getting an event started.

Okay, at this point, it seems pretty clear that an IC hunt is not really going to be happening; so, keeping Athos as judge, we could just switch to an OOC battle (1v1 or 2v2) with the same regulations we set up with the addition of the action limit rules from the IC hunt.

How does that sound?

If the BGM misses out on the deadline, the intention would be for the backup BGM to step in. Lacking that, a new one would need to be found.

Sabumaru contacted me and asked me if I could volunteer as BGM for the IC hunt, which I generally accepted.

If I read everything correctly from Eric's rules, I will assume the role of NPC of my choosing and have it spy/witness him out in the open training with Kokuō, which will subsequently alert Sabumaru to his location. After that, well the whole hunt scenario would begin for everyone and my role from there forth would be to witness this team battle that will ultimately decide the winner between dynamic duo of Eric(Dragon Heart) and Soya (Master of the Stink) or uncanny team-up of Sabumaru(Cannibal Man and Dart(Terumi Datō). (Feel free to correct me if I misread anything or missed something.)

Actually, especially with how long things have taken, we are going to cut to the figurative chase where the various characters arrive in the Graveyard. Following is the scenario:

- Sabu, via his network of informants, knows that Eric is the 5-tails summoner.

Eric and Soya arrive in the Graveyard because of rumors of some of Bocchiere's items (his scythe, amulet, cloak, the Akatsuki rings, etc.) are up for sale. The large presence of merchants, bandits, and the like supports this ultimately false rumor started by none other than some NPC guy named Hizaan. Said character intends on making a fortune pawning off fake, but well gilded, articles from the infamous The Akatsuki member and former Mist Ninja.
As Bocchiere had also run off with an article or two from Kirigakure (if we are going by Bocchiere's old character history) Dart initially arrives to try to ascertain the truth and maybe even get one of these articles back when he is approached by a familiar face, Sabu. Sabu and Dart exchange formalities and, through one sentence or another, the matter of a debt unpaid comes up and the two pair up to look for Eric Nara.

By this point all of the 4 principle characters will either be on their way to or already at the main auction. Bounty hunters, missing ninja, and even a few regular village nin are among the crowd, along with non-combatants like shady business-people, art collectors, religious scholars (jashinist and other), etc. The BGM has a good bit of freedom in who to choose and who to put, but the most powerful characters should be the 4 principle ones, Hunter, Hunted, and the 2 Support. BGM also has a lot of freedom in the characterization of Hazaan, but it should fit the motif of a successful scam artist of some caliber pretty well.

Once all 4 characters are at the auction location, the auction begins, starting with a warm-up item of an old, worn cloak with the characteristic Akatsuki pattern claimed to have been the last thing worn by the former ninja, possessing cursed powers that would make one just short of immortal for wearing it along with the other items. It then proceeds to a ring set that has a striking resemblance to the authentic Akatsuki rings. Then a scythe that looks much like Bocchiere's, but functionality is decreased due to "wear from battle". This sort of thing can go on for awhile, but ultimately ends with the presentation of a jar containing the "immortality fluids", a mixture of Bocchiere's own bodily fluids and the very chemicals needed to make one a jashinist immortal. The cream of the crop is actually the entrails of some animal placed in goo, with some blood red dye thrown in for effect, but since the true nature of the chemicals would be unknown to everyone in the audience, this particular item would be wildly contested.
While all of this is going on, among the crowd are the 4 principle characters. Sabu and/or Dart, whichever is a sensor, at some point senses the residue 5-tails chakra coming from Eric's tattoo. Now how they approach is entirely up to them, be it outright interrupting the auction with an attack, attempting to more subtly maneuver, or attempt to bid on an item that Eric bids on, that is more or less up to them.
As the Hunted of the group, Eric and Soya would have reasonable reason to have a lookout in case of attack; this is a pretty shady location, after all. They, however, initially do not know who would attack, when, or for that matter where until the attack materializes. Only if given a reason (as decided by a judge if necessary) should they specifically suspect Dart and Sabu.
From there, if the Hunters wait for the auction to close out, then as the crowd disperses, Eric and Soya will be leaving with the general crowd, it thinning out as they get farther from the auction area. On the other hand, if they interrupt the auction, then the BGM decides how the crowd reacts and how Hizaan reacts, though in general while Hizann and the patrons will not be happy that the auction is being interrupted, a great enough show of strength (as decided between judge and BGM) will be more than enough to disperse them.
Since the rules forbid the Hunted from just leaving the area, it is reasonable to say that if it comes down to a fight, the participants must either kill/capture each other or convince the other party to stop fighting. Sabu's character, from what I read up on, does not seem the reasoning type, but as I have said before, Eric is a pretty low-key guy, and has no shame giving up a tailed beast if it means his life.
