That could be true.2 other theories are that they could be the remaining LIVE members not the dead ones.Or the more interesting but least likely theory.That there are several Akatsuki groups like 9 on 1 continent then 9 on another and Pein is the second in command of the global Akatsuki.That way Naruto has to take down even more akatsuki.

Okay i am instead going to need 3 judges to get people past the preliminaries. So i am making a 3 judge panel so i need 2 or was it 5 more people to join me in being judges.Then we make more random and meaningless contests just to watch you suffer. FOR GODS SAKE IF YOU WANT IN THEN JUST SAY SO. anyway we are going to be having contests that are of my random design and Miha i used to have oompa loompas but they rebelled.Anyway the first contest is a singing/dancing contest so you continue if  you can see a bunch of random people singing and dancing badly and you dont shoot yourself then you continue but for now.*does a disco and sings and exact version of Queen's Bohemian Rhapsody."BEAT THAT.
