Depends on how much one considers kyuubi chakra able to do then I suppose.

I don't even think the initial release of Kurama's chakra wouldn't have the power to regrow a missing limb or organ. Damaged organs and limbs are another matter, since it is shown that the initial release state can heal a punctured lung; as when Naruto did it against his first fight with Sasuke at the VoTE.

Told you whether he can grow a heart back fast enough was the better question.

I don't think you grow back limbs or organs with the regeneration ability(Healing Power) and Athos doesn't have White Strength Seal as far as I know.

Better question might be how to grow a heart back quick enough not to suffer permanent brain and organ damage from lack of oxygen before that.

He's fighting a Hidan so those things don't apply.

Hidan or not, lack of a heart means you don't have the necessary major organ to keep your muscles and tissue from dying. I mean sure, the brain can lie without oxygen for four minutes and since we are talking about a Hidan here. This handicap wouldn't necessarily apply, but you still need a heart to keep the oxygenated blood flowing to those muscles and tissues that are working in overdrive in this bijuu match.

Another thing about Earth Grudge Fear is once those masks(hearts) are destroyed, the user of the technique is limited to whatever chakras nature(heart) they have left. No hearts, including the one within your body, means no access to any chakra elemental nature that the user may have.  It's confusing the more I think about it, since most users that I've seen using Earth Grudge Fear tend to ignore all of this and go about using whatever chakra nature that was destroyed in that mask by claiming they had mastery of it prior to the Earth Grudge Fear.

Usually when I see something in roleplay that doesn't make sense, I inquire about it and see if I can get a logical explanation to what I was asking about. More than fifty percent of the time, I'll get an explanation that will clear things up for and I'll move on from there. But if I get an explanation that doesn't make sense, like in Timothy's case. I'll begin to question how these natural energy sources can be used without any repercussion to the user and vice-versa.

Everyone is iffy about regulations and rules, but had those same rules and regulations had not exist. You would've had Edo Tensei zombies doing Kage Bunshin or players making use of Hiraishin in one turn. Without these restrictions, you would have ungodly players abusing loopholes up to the point that they would literally suck the fun out of zone fighting.

In the end, I am certain if something becomes more of an issue to just one player. Some sort of rule or regulation will be proposed, but until then like Shadow said. If you don't like how they play, don't bother role-playing with them or just to work out something where you both Nerf each other down to an acceptable level.

Another thing that I don't get is the whole multiplier stack and the reason being is because we only have little canon knowledge to what ability that gives you this multiplier. It would be nice in the future to make a list, so we *all* know that your custom abilities give you an additional +/- multiplier.

1) I have no problem with this hard limit being set in order to diversify things up a bit, but wouldn't it contradict the rule where it states that there is no limit per player? With that rule still in place, I cannot vote for this limitation, despite my credentials as council. You or someone else needs to call for an amendment, that way this conflict gets taken cared of.
2) I, for one think that six months is waaaaaaaaay too long for someone to be taking for their choice of jinchuuriki. I was thinking more of four weeks to redistribute with a maximum limit of six weeks and this is just me throwing my opinion out there.
3) I was pretty sure that a majority of us decided to forego the whole "Juubi" idea, but that's not the problem I have with your idea. It's the time limit, again. Waaaaaaay too long in my opinion and I would suggest two weeks as opposed to three months.

***4) I would have no problem with exempting Athos from this rule, if it somehow passed. For as long as he doesn't take months to carry out his plan and set everything into motion with the whole redistribution process.

How soon though? I heard that this distribution was happening "soon" and a list of people was being worked on, but no release date was ever given.
