As a stand-alone technique, Rasengan is available.. not to the public, but those who work for it...
it takes some time, believe me... it's not as easy as CS level 2.
:D
well, I took my entire Saturday and made the Rasengan possible to get... it's not 100% done, as some enhancements need other stuff to be done, but it's about 90% good as-is.
And no, it's not "I like to select Rasengan after I kill Oro" ... you have to *work* for it and *know* where to look... it's not obvious.

Will we be able to use other specialitys if we get the rasengan ?

But do we keep it after a kill?

It's possible for any higher ranked player to get?
What would be attainable rank to learn it, as I know Jounin is CS/SST.

If it's harder then CS2 then I'm gonna work hard to learn it. :)

Yes, it stays after an Oro kill, because it's too much time to learn it again within one Oro Kill Cycle. Yet it is not "free".

I wonder if it's an event sort of thing, you might train with jiraiya but could lose permanent hp from learing it or somethingt, (since naruto got hurt because of trying to spin ihs chakra in his hand, but who knows, all I know is that I have 3 accounts to try to get it :D

I think it would be pretty funny if Neji made it so hard to get Rasengan, but when you finally get it and use it, it hits the opponent five times...Doing only 1 damage each time...
