1] ºHow to Challenge a Jinchurikiº
 In order to challenge a Jinchuriki & obtain a Biju, one must extend an invitation to its host; this places you on the list of challengers that each host must update in a publicly accessibly spot. [Either as a post in this thread or on the wikia as a discussion topic on the tailed beasts page. Here (http://narutoprofile.wikia.com/wiki/Tailed_Beasts#References)]  The two will make all arrangements for when the match will begin and where. Should the Jinchuriki ignore or refuse the invitation(s)-with no reason given- 3 times consecutively, you may report it to other Jinchuriki. Subject for such an event's invitation, for proof & reference of a challenge, must be titled: (Number of tails) - (Name of Jinchuriki); the body of the message may be as you please (though manners & politeness would of course make things much smoother).

2] ºDetermine the Nature of the Challengeº
The host and the challenger, and ONLY the host and challenger, determine the nature of the challenge. BOTH decide if the match will be an IC Challenge or an OOC Challenge. This means that if an IC Challenge is chosen, the challenger has to RP learning the host’s identity and location and maneuvers him into a Match. This does not mean that the RP is used as a means for the Host to forever avoid having to face his challenger. The host must make it possible for the challenger to complete the terms of the RP event. This is not the battle part. You are going to face off with each other. You are just being creative about it.
If the OOC Challenge is chosen, then no RP concerning the challenge is performed. The details are agreed upon and the Match takes place.

3] ºDetermine the Details of the Matchº
The host and challenger, and only the host and challenger, must decide if the battle is to the death. They decide if others are permitted to participate [3v3 max] or if the match is 1v1. Will there be exclusions concerning what powers are to be used? Who will be the judge? Is a time limit proposed in which to complete the challenge?

 ºHow to declare a winnerº
The battle commences with the initial post & terminates once either combatant is unable to continue. Such a feat can result in several ways, including knock-outs (concussions, etc.), full paralysis, almost-fatal wounds & so forth. So long both parties declare it plausible & understand the longevity/risk of the claim, it's considered eligible for use. However, things can, of course, become debatable in attempt to reach such a goal & in doing so arguments are bound to commence. If need be, either party can have onlookers & such /dis/agree with the action until a verdict is reached. If desired, either party can have other hosts or officials of sorts represent them for a more "legitimized" (as some have called it) reasoning or "Back-up".

 ºRulesº
Like any other zone fight, rules are established as support for completing the quarrel without need for troubles to arise. Those basic rules are also adopted into host-challenges. The rules are as follows [unless agreed upon both parties (with proof) to be something otherwise]

ºNo Auto-Hittingº
Auto-Hitting is recognized as being a direct action following through without consent of the opposing party.

ºNo God-Moddingº
God-Modding has been recognized as an incorrect claim of one or more super-powers incapable of one's possession or against what one's character establishes. Several other things have been regarded God-Modding such as dodging every attack, extreme maneuvers & such. If God-Modding should occur, the opposing party will object to it & things can be negotiated from there.

ºHosts are allowed to use their tailsº
There should be no arguments about a host using their Biju's abilities. However, the claim of utilizing all of their tails, if it seems unfit for them, due to period of time with the Biju, can be negotiable [but must be maintained brief]. Furthermore, other rules can be negotiated between both parties. I.E. Rules such as the number of contestants versus the host [? v. the host (1)] can also be negotiated, etc.

ºGrace Periodº
After any challenge (& loss) from a challenger, a week must be given to the host before challenging them to a rematch (the one week grace period is in subject to a single challenger & as such does not signify a host can ignore challenges from all others during the time period). In cases such as obtaining a Biju for oneself, a 2-week grace period is granted In order to “commune” with one’s Biju. If a host shows inactivity for long periods of time (two weeks or more) without prior notice, you can report their missing & conference of a suitable host will take place when possible.

ºTampering with the Bijuº
Tampering with the Biju, meaning: destroying it, editing its affinity, parting its powers into multiple entities, etc. & anything that changes it is prohibited.

ºHosts Must Committ to Active Statusº
Jinchūriki have an obligation to be active, and are stripped of their bijū if they cannot get online and do their round (1 post every two weeks), regardless of the reason. The leader of their clan/organization will inherit the bijū; if the jinchūriki wasn't in a clan/organization, then a tournament/event can be arranged to determine a suitable host.

ºLife and Death Issuesº
Unless a jinchūriki has outstanding life force (from being either an Uzumaki, having Wood Release or from being downright immortal), they will die when stripped of their bijū. Else they will be left in a crippled state.

ºTime Limitationsº
The possessor has a week to decide between sealing the Bijū into someone and making them a Jinchūriki, or imprisoning the Bijū and using genjutsu to control them as a summon. <--- type of genjutsu is in debate at this time.

ºShould the Biju be Host-lessº
Should the Biju be sealed within something not a Jinchuriki, whomsoever is in possession of the tailed beast (for a prolonged period of one week or more) is entitled to assume duties of fighting for possession of the Biju. As such: Biju are not to be set free to roam; they must be sealed and delivered to the kage of their last Jinchuriki.

ºChallenge Limitationsº
 You may only challenge the same host for the same bijuu once every three months. This is to say, the host is not obligated to accept your challenge before that time, though may do so if they choose.

ºChallenge Listº
 For purposes of verification each host much keep a record of who is next on the challenge list. This avoids misconduct and is an aid to challengers when seeking a host to challenge. It is suggested this be posted on the NarutoProfiles Wikia as a forum discussion thread to the tailed beasts topic.

 ºChakra Costº
Bijū cost 20% of the user's total (not current) chakra to summon, even in succession.

 ºControlling Mechanismº
Bijū must be under the influence of genjutsu at all times while used as a summon. Regardless of the genjutsu's potency, it will tax 5% of the summoner's total (not current) chakra while it's actively being used as a summon, the taxation only ceasing when the bijū has been removed from the field. Techniques capable of transferring chakra from the bijū to the summoner are strictly prohibited from being used in this context.

 ºRestrictionsº
Summoners are restricted to one action per post, be it offensive or defensive so long as the bijū is summoned.

 ºProhibitionsº
Enhancements to the bijū, such as encasing it in Susanoo are prohibited.

 ºDrawbacksº
Bijū utilized in this manner will always possess a hateful disposition towards their summoner, this is static. Should a chance ever arise and they gain the ability to act of their own volition, they will prioritize slaying their ex-summoner first, regardless of the presence of any other actors.

 ºDeath of Summonerº
If the summoner dies while the bijū is unsummoned and located in inaccessible territory (such as a pocket dimension), it will re-spawn within a week's time where the summoner was slain.

                    - 25% grants access to C ranked jutsu in the beast's passive ability. The host has access to the Initial Jinchūriki Form.

                    - 50% grants access to B ranked jutsu in the beast's passive ability. The host has access to the Version 1 Cloak.

                    - Mid-range EV grants control over the transformative stages now includes the finesse to perform partial transformations.

                    - 75% - grants access to A ranked jutsu in the beast's passive ability. The host has access to the Version 2 Cloak.

                    - 100% - grants access to S ranked jutsu in the beast's passive ability. The host has access to Tailed Beast Mode. The host may also combine biju chakra with senjutsu and use Amphibian technique and similar techniques to merge with a summon in order to maintain sage mode.

Bijuu Council Rules and Guidelines

1] The Bijuu Council will consist of 7 members.

2] The ratio of jinchurikii to non-jinchurikii will be 2:5. 

3] Council Member elections will occur every 6 months.

4] Hosts who have been stripped are eligible to run for a council seat.

5] If the number of Candidates is equal to the number of Council Members possible, then the Candidates will be automatically appointed.

6] Council Members cannot be judges for Bijuu matches.

IC Hunt Rules

Terminology

Action: An action is anything that would require one turn in the shinobilegends game to do.

         -For example, most jutsu in SL require one turn to utilize, so jutsu that require no more but handseal preparation beforehand are counted as a single action. Those that require previous jutsu to be activated first, in order to be completed in total, the total action count is the sum of all of the moves required to activate, the activation move, and an additional move to maintain the technique if desired. Examples: summoning Shima and Fukasaku and then using Senpo Goemon are two separate moves, so 2 actions required to use Senpo Goemon if Shima and Fukasaku have to be summoned. Action count does not take into account the time required to do each, so while in-game  a player summons Shima and Fukasakua, activates Magen: Gamarinshō, and the effects are instant, in actual RP a certain amount of time has to pass before this particular jutsu takes effect, so the player must maintain the technique past its initial activation for however long is necessary.

        -"Basic" maneuvers and attacks, as a group, require one action. In other words, a player who climbs a tree by jumping from branch to branch has only done one action, while a player who twirls and then throws a hiraishin marked kunai to the top of the tree and warps to it using hiraishin has done 2 actions.

Character Controlling: Any strategy, action, or method used In Context (IC, RP, etc.) which both controls another players' character without their permission and transcends the prescribed ruleset that players determine the fate of their own characters based upon the roleplay that the character is in or agreed upon secondary elements such as judge and GM decisions.

Biju RP Game-Master: A player or set of players that control the non-player elements of the roleplay (NPC's, natural weather, rogue tailed beasts, etc.) and are responsible for keeping the roleplay focused and in order. Shortnamed "BGM", this role is not to be confused with the staff Game-Masters, whose RP responsibilities encompass all of the realm's RP and are expected to take punitive action towards players violating game rules and disrupting the peace of the site. Staff Game-Masters may take on this role and thus perform both their normal duties and the biju RP GM duties.

God-Modding: Any strategy, action, or method used In Context (IC, RP, etc.) which goes beyond the agreed upon limits or environment set by the narutoverse inspired shinobilegends world. This includes breaking SL RP rules.

Hunted: A jinchurikii or biju summoner in the RP

Hunter: Anyone who seeks out a jinchurikii or biju summoner with the the intent of taking the tailed beast.

Judge: A player or group of players agreed upon by the participants in the RP to preside over the entire RP in order to settle disputes and make decisions about the outcome of the roleplay, usually when called upon by at least one player. These decisions are non-negotiable, and support the GM in making the battlefield status update.

Metagaming: Any strategy, action, or method used In Context (IC, RP, etc.) which uses external factors to affect the game. Examples include viewing someone else's RP or reference information and attain knowledge which the player's character would not know otherwise, or to determine the outcome of a RP event based on the players themselves and not the situation that the players' respective characters are in.

Neutral: Any individuals that do not fall under the other categories described in terminology, such as bystanders and those not involved in the RP at all.

Support: Any individual who directly provides aide to either the Hunter or the Hunted. It is expected that they have fewer stakes in the success or failure of the mission.

Rogue Beast: Any tailed beast that is not controlled by a player character or sealed. It is a free range beast that will resist any attempts at subduing it.

Biju IC Hunt Specific Rules

---------- During the RP Hunt, neither a hunter nor the hunted can enter a place that bans the presence of biju, such as Kirigakure. Additionally, if a fight is a part of the Hunt RP, then the fight is forbidden from taking place in a heavily populated RPing area such as the village boards, and must be conducted outside of villages, clan halls, etc. In short, it must take place in the zones with no more than the Hunter, Hunted, BGM, Judge and Support posting anything related to the RP itself.

---------- The general flow of the RP will be charted out by the Hunter, the Hunted, a BGM, a backup BGM, and a Judge. The goal is to create a reasonable RP scenario where the Hunted and the Hunter at some point confront each other in some shape or fashion (it does not have to be a battle, but that is the most common direction for "confrontation"). The RP should take into consideration the desires of Support, and the discussion should take place on the forums and in public. The group has 2 weeks to setup and agree to the terms of the RP.

---------- Once the RP scenario is devised and hashed out, the RP should begin as soon as possible and follow the mapped out scenario as closely as reasonably possible. If adjustments need to be made for other events in the realm (massive war, anther biju hunt crossing paths, etc.) then these changes should be posted to the thread where the scenario was discussed.

--------- The judge has the final word on RP outcomes, but violations of biju rules may have a ruling appealed to the Biju Council.

--------- All players (including active BGM) have a 96 hour or 4 day post time, whichever is longer, whenever it is his or her turn to post. If a BGM or judge fails to post as needed during this time, then they can be replaced by another candidate of the Hunter and Hunted's choosing, starting with the replacement BGM. If a Hunter or Support fails to post on time, then their character is, at the determination of the judge, is considered captured, killed, considered having fled from battle, etc. If the Hunted fails to post on time, then they will either be considered captured, beast extracted, beast stolen, etc.

The Order and Flow of Biju IC Hunt:

------- Player characters may use up to 3 actions, all clones of a single character share a 1 action limit, and all summons share a 2 action limit. Special rules such as the Edo and Biju summoning rules trump the action limit rule when applicable (for example, a biju summoner can only do 1 action according to the Biju Rules, and the biju can only do 2 actions).

------- BGM's will always make the first post establishing the environment, while all other players will take turn posting in the order in which they made an entry post into the area or zone. Participant characters (including rogue biju and NPC elements) are not allowed to attack on the entry post, nor are they allowed to permanently leave the RP nor fight by any means. Any time spent in pocket dimensions and other such places must be kept to a maximum of 5 non-consecutive turns ( 1 action entering and 1 action leaving) for the entirety of a RP.

-------- Each round consists of each player's turn, which consists of a specific player's actions in the RP. At the beginning of each round, the BGM will post an "update" to the environment in order to facilitate a unified image of the battlefield. If required the judge and the BGM may work together to make sure that the intended post is accurate and, if judge rulings were made, that the consequences of said ruling are incorporated into the post.

--------- Discussions regarding the RP should take place in an OOC board (on SL) or in a separate thread from the fight (SL forum). It is every players' responsibility to maintain order and decency in the thread. Insults should not be present, even passive aggressively, and all players are encouraged to report any behavior that he or she considers disruptive to Staff (even if it is one of the Staff doing the action).

--------- Because of the great length of time it may take for a RP of large amounts of people to get done, there can be no more than 4 participants (excluding judge and BGM) in an IC biju match at this time; a Hunted, a Hunter, and 2 Support for either side. This may seem very small, but arrangements should be made in the beginning to keep the player count small. Players are forbidden from having IC matches with themselves for any reason, and players that are discovered doing this will be permanently banned from all things biju indefinitely, their beast stripped and delivered to the Council.

--------- Players cannot hunt and capture a biju IC outside of a biju hunt. If the host is killed in a RP unrelated to the biju hunt, then the biju will go to the Biju Council. There are no guarantees that the biju may go anywhere else after that (IE, challengers who challenged for a biju OOCly or IC hunt do not necessarily get first picks if this happens), but the Council must grant the biju to a player no later than 2 months after the biju first gets into its possession, unless a tournament or other event is on-going for the beast.

I would prefer if a new thread for official guidelines and such were created. The topic to this one changed to old rules with the date of its last edit so we can reference those on the odd chance they are needed. Like...sent to the all things bijuu section...so we can point to them and say...we tried that, it didn't work. You may have to get Kamui to move this thread, not sure if you can do that as just a village board mod.

and then fix the formatting on the mastery section cause I am about to have an aneurysm.

I like the post where you list edits. that is quite nice to cross reference with the wikia and keep things up to date.

This is where the biju rules rough draft were declared active and ongoing. Updates since then have been voted on and discussed.

If I recall, the "official" final draft rules are the final working versions. Any incosistencies I imagine would default to the one posted here, not the rough draft. The language was changed up a little bit in order to make it more fluid, easier to read, and clear, but as you know, I am not always the best person to shape clear sentences. xD

In any case, yeah, it would have to be a Kamui job to split again and then send the original topic to the All Things Biju Section.

Editing of the wording of the rules is a huge no no Eric.

You know how nit-picky people are about they way things are worded. It is the precise wording of each rule that was voted upon, not some other wording. Seriously...you have to be more careful here than this.

Update to the rules regarding summoning Biju:

1) Summoned beasts will no longer infinitely hate their summoner, but will not bond with their summoner as much as a sealed biju bonds with the host. Something to do with not being as close as a breath.

2) Player character summoners are reduced to 2 actions per post while the biju is summoned and under their control. If control is lost, then the restriction is lifted until control is regained.

3) Outside of battle or training, summoned biju do not continuously drain the user's chakra.

4) Summoned biju will not willfully transfer chakra to any of the summoner's allies, and moves to take it by force will result in the tailed beast resenting its summoner.

5) The tailed beast must be "located" somewhere in the physical world when it is not summoned by the host; the beast cannot be in a pocket dimension while not summoned.
