Okay so I'm a little drunk but here goes.

Recently Sabumaru formally challenged me for the 5-tails, IC hunt style. Keeping in mind with the rules, there are many things that need to be sorted out. Since it will definitely include more than just me and Sabumaru, I felt that making a thread was the easiest way to keep everything sorted. Plus:

Basically as far as I understand this, here's what's happening: Sabumaru (to be called Sabu from now on) is a very world-wise man with an intelligence network built out of his shitty small clan. He knows where the Gobi is, and wants it so he can manipulate steam and take another step towards becoming a Water Deity. So therefore Sabu is actively hunting Eric for the Gobi.

Without further ado, let's get started with listing what we already have set in stone and what we still need:

Hunter - Sabumaru
Hunted - Eric
BGM - <Unknown>
Back-up BGM - <Unknown>
Judge - <Unknown>
Support - <Undeclared>

Hunter preferences also listed below:

Preferred BGM: Shadow, Athos, Kamui, Kirk, Kayenta, Tomi, Asadi, Gyururu, Kage, Rusaku, Rikudo, Becquerel

We agreed on Rusaku if he's open to the idea, but Asadi/Tomi/Athos/Kamui would also be acceptable for me.

Preferred Scenario: Eric is a missing ninja who leads the Nara Order organization. Knowledge of him being a summoner/host would come from him practicing/training with Kokuo out in the field. The BGM would most likely have a random witness, be it some bird randomly interrogated or a civilian watching from a guard post.  They can also learn directly from Athos Uzumaki, who gifted Eric the biju in the first place.

So yeah like my drunk ass said above, Sabu has a network of people running around to watch stuff. Eric if you don't like this logic then PM me my dude so we can work something more natural out. :)
But like seriously my clan does have informants so this is not unrealistic to assume that Sabu would have been told where the Gobi was.

Whether the summoned biju engages in battle or not, the beast cannot be transported by anyone other than the summoner via space-time ninjutsu unless the contract is broken via contract seal. The beast does not have to be fought for, however, as Eric is not above handing over his latest tool in exchange for something valuable, or in exchange for a favor (to be done IC).

If a fight though is preferred, then the first 4 points of my OOC list apply, with the inclusion that the fight itself should take place in biju arena, not on SL. Once the fight concludes the RP then can move back to the zone.

Like the OOC stuff, this is all of course negotiable, but I would rather not stray from this. Also, any arguments need to be settled in between the parties, in public, so no RPing party is left out of the loop here.[/i]

I'd prefer to do it on the forum too. This is all good.

Since I am not sure where Sabumaru is in RP right now, I can't really propose anything more concrete regarding the RP scenario at the moment.

Preferences aside, any volunteers for the positions of BGM, Backup BGM, or Judge are welcome.

Basically Sabu is in his clan halls right now, but his informants are kicking around and being sneaky about who they are, so that would basically boil down to Sabu having the information (who the host of the "Steam Beast" is) and just abandoning what he's doing to pursue that goal. This is pretty common behaviour for this character.
Also yeah if anyone who I didn't list as preferred volunteers then that's probably Gucci with me (save for Kirk. Not for any reason besides I'm drunk and fuck you Kirk.)

Okay so if I need to do anything else let me know?
I should really know this system better. I just get so bored of all the words. That's why I'm on the council, ya'll need someone who can digest the excessive typing and regurgitate it in a way that is accessible to the community.

Anyways, let me know what I'm missing and I'll fill out those forms too.

If Jay, Rusaku, or Warren want to take this up to the Council and have us officially talk about it and make a decision then just say the words. Other than that this fight is over by auto-forfeit.

Isn't that you making a decision, though?
Shouldn't this fall to Warren, as current Judge, to rule on?

Short answer: No, it is not the judge's job to enforce the biju rules, it's the Council's.

Long answer:

The judges in the match rule on whether the guidelines of zone fighting and general RP have been followed, while the Biju Council makes rulings on rule violations. This was a rule violation, one with a consequence outlined clearly in the Biju Rules.

Had Rusaku's post about the extension been followed up by nothing, then I would not have personally said anything until either called upon directly or until Rusaku had an issue with it. Imho, the violator should not be the only one who can miss out on not knowing the rules, as from my point of view the Council is not tasked with hunting for rule violations. It would make the job much more difficult and make us more like inquisitors than enforcers.

You still made a decision without being asked, though, from what I'm seeing. Why would you have left it be if no one said anything?
If something is your job, then it's your job whether or not anyone says anything about it, right? So either it's the councils job to rule on ALL infractions, or just the ones brought to you, isn't it? Or can they just pick and choose which violations to enforce? My point is, if no one brought it directly to the council, it's not a council matter. If it is a council matter, because it's a Bijuu rule and not just a general rule, then it's not just something you can ignore because someone "didn't know the rules".

This can be done in a new thread or in private, this one should be locked like a chastity belt.

If during a zone fight with a judge present one of the players retros or metas and the judge rules it as such and mandates a repost, then what is the problem here?

What the final judge rules, rules. At best the player can get a new judge and then that is it for an OOC fight; only in an IC Hunt can a judge's decision be appealed to the Biju Council.

Nothing is true till your partners also say its true, everything that does not violate the game rules is permitted, and that people are not obligated to play with someone they think is playing unfair.

1) Community decisions, written down or not, run the day. I can claim that my character revived Rares Uchiha and have him ride a sage mode transformed Eric into Kirigakure to preach the One True Faith of Bijuuism, but if nobody else takes it as happening, my character might as well not exist in that capacity.

2) Over the entire course of this site, from vampires to zombies to dragons to furries to, well, alot of stuff, the only stuff that Neji and his crew overtly worked to shut down was stuff that violated the game rules. Other than that, people are limited in what they can do only by 1 and 3, which in turn are meaningless without 2 being a thing.

3) Void, bans on stuff like OP jutsu, special rules for jutsu, ignoring posts, etc. This in particular takes a hit with things like biju, but overall players have alot of say in what kind of RP their characters are involved in.

The IC rules were set up in such a fashion as to turn a Biju Hunt into a RPG-like setting, but it requires alot of preparation and so far has not been tested under the rigors of actual RP. It is open ended for the very reason that being too restrictive in everything would have neither gotten the votes to get in (I imagine) or would have had to be changed everytime a SL guideline changed.
When a judge decides that a rule has been broken, and when the player has a history of breaking the same rule multiple times, the Council mete out the appropriate punishment. Quite simply, I propose that we let the judges be judges, and that the Council be no more than executors.

These seem to be the best things that have been said thus far.

Edit: You guys should really start editing these posts and cutting out the redundant/unnecessary/soapbox crap. It makes it so much more difficult to discuss this when we all have to read 10,000 words so you can make like two or three points.

And shouldnt there be a guidebook on how to RP? There is already a starter's guide on getting into biju affairs from a desk jockey PoV, but no guide to how to RP around here.
Nobody here is obligated to teach anyone how to RP, just like nobody here should be limiting how people RP. If you show up and don't know how to RP (like I did several years ago) then you will probably learn by watching, and making mistakes which people will call you on. (Trust me on that)

Person A makes handsigns and uses fireball jutsu. Person B uses shunshin to, using a katana, slash at Person A in the middle of their handsigns, using sharingan to monitor movements and adjust as needed to slash. Person A jumps backwards and exhales the ball of fire in an attempt to get B away. Person B does a sidestep-jump-juke thing and as a result finishes slashing action on Person A? Person A, when fireball is dodged, activates byakugan and withdraws their own katana to meet Person B's slash headon? Person B though still is adjusting for movement and goes around the katana?

At what point does Person A have to take the slash, or at what point is B forced to not "continue" a previous action? What about actions that supposedly "account for anything to come" and thus lead into the next post as something already stated to be prepared for?

Finishing a post without responding to something means that that action is solid and cannot be changed by future posts.

That action cannot be reacted to later.

So if in two rounds that action causes something else to happen, B must react to THAT action, and not the initial one.

Suppose 6 jinchuriki and 1 normie made up the council.
As long as the singular normie can point out when the bias of being a host is affecting the choices of the council, all the other members should be able to see it when pointed out and respect it. If not they shouldn't be on the council.

I'm not saying one person needs veto power, just the council should be made up of respectable individuals (and me) who can appreciate when their mistakes, unwitting or otherwise, are pointed out and can take a step back.

For the record, I'm more concerned on updating the wikia than of this ratio you guys have on the council. I merely asked about it because Eric mentioned he might have to give up his beast, so I'm keeping myself updated so as to reflect it the wikia. If this is not the case, then there's no need to change anything on there.
