A committe? Or a gathering similar to this, where a proposal thread is made for an amendment where discussion occurs, and with enough support, a vote thread is made for official voting like we are doing with the creation process. All rule hosts, registered challengers, the Council, and rule followers in general should be allowed to vote. Anyone else should be excluded.

Seems legit to me. But if you didn't want to include the registered challengers, you could leave it to the host. What's that... 9 host, plus 5 council members? Hm... That might not be a good idea, seeing that there may be a tie. Nevertheless, in the situation, it does allow for 14 voices and shouldn't take too long since it's only 14 people voting and stating their reasons, vs the 14 plus the challengers.

I do agree, though. If the other party dies, then the host continues to hold his beast. I mean, if it's legit in character, I think both parties die? And the beast should be returned to the village, as both parties are dead. But in OOC purposes, people may go all-out and pull out as many cards as they need to prove they are the one who holds the beast, so sometimes things happen. And since it isn't in character, by technical means, the challenger loses by default since he/she could not survive. Survival is key!

This depends big on what are the challenges and what not actually to be though. If its all just OOC without speck of IC at any point, then there isn't really anything except the person being a repeat metagamer/godmodder or something that you simply can not get along with no matter what, because there has been those cases.

If its IC and stuff though, what's there to even acknowledge before you're actually found.

I'm curious as to this as well. Who is to say the host doesn't travel with an army in his/her village? Although, I assume the thing to acknowledge is the walls of the village, or the fact you forced the player to cloak and reveal the bijuu.

This still makes things too easy. If you want to hunt the beast, go for it. You're a ninja. Gather information, do some actual digging. Search. Talk to people. Promote way more role-play.

I have a question as well: what if the host prefers to keep things simple vs an all out battle, should they be a rather 'simple' character and not one with many KG?

No.

Judges should remain neutral when it comes to the winner/loser of a battle in terms of the host, since they control the stripping of the beast, etc. And, as those who came before me, by them not judging, they do not have to deal with bias views. In the end, they have a job to focus on and a job to do. No feelings involved.

I stand with Bocc here. This way things and secretive motives do not get in the way of voting. Those who hold a high position of power should not be on the Council.
