Clan Requests / Clan privelage control

To my knowledge, this wasn't posted. I looked throughout the clan request thing, and didn't find it.
If I missed the thread, or the leader has always been able to do this, just tell me as opposed to yelling "SEARCH!!!!"
Could a module be implanted in the clan halls that controls what ranks are able to do certain things?
For instance, be able to control what ranks can add things to the MotD, or promote/demote people?

Millions of peopel gathered around hsikki's dead body and celebrated. Then the police came and beat the **** out of them, and then pissed on shikki's body. I heard that there was some bug in the system caused by them, just saying that now.
Are there any plans to bring the clan fountains back?

Shops or other instances / Uchiha Storehouse

Just an idea I came up with. It could start off as a random forest event and when you first get there, it will be a simplier version of Orochimaru's hideout. After you get through, you have to fight a a few (as much as I hate to say it) Ninja Cats. They'll be harder than Oro, but possible to beat (not as hard as the ghosts).
Once you beat them, you are able to deposit items, and buy items (like shuriken and temp hp potions) at prices higher than the other forest event (high enough to cancel out the ease of buying them). Once you get through it the first time, it becomes possible to go directly to it (like the Curry Place, but with all mounts), and pay a cat a certain price to guide you through the place (you skip to the end, and don't die).
Obviously, you won't be able to buy Perm HP potions, or items that result in events (*cough*Rasengan*cough*), but you'd be able to deposit said items.
And they would be exclusive to that character, so a person wouldn't be able to take an alt's items, something that Neji would consider.

I think that there should be something to automaticly destroy all of those 1-3 person clans. To make it fair, it won't go into effect until they first each the line (5 or something like that seems fair). The clan leaders would each get a system message saying that they are under it, and have say... 10 days to get more members.
This would serve to elemenate all of those clans that only have 1 person in them.
Ideas? Feedback (please avoid yelling about how badly this idea sucks)? Ways to make it better?
