Looking to Item 1:

What are suitable methods for obtaining this information? This was a major stumbling block during the problem IC hunts of the past.

What are unsuitable means of obtaining this information? Do any techniques need to be voided?

Do terms of RP need to be added to the definition section? By this I mean the following:
Metagaming
Character Control
and any other terms which might be required to facilitate a smooth RP experience for IC hunting...

Additionally. May we have proper definitions? A host is a jinchuuriki. I believe you mean to say summoner or jinchuuriki?

Can we deal with each item one at a time or in small clusters?

IC biju rules need to include several things, including regulations for hunting, fighting, and escape.

Terminology:
  • Hunted: host or jinchuriki
  • Hunter: challenger and/or allies
  • Support: the hunted's allies
  • Neutral: All other individuals

1] Hunting: In order to discover the hunted and have the option to initiate a battle, the following conditions must be met by the hunter(s):
  • a] The hunted's identity must be known to at least one of the hunters.
  • b] The hunted's physical location must be known to at least one of the hunters.
  • c] The hunted and the hunters must be within the same zone or, if in a village, the same dwelling and/or district.
2] Battling: A battle is initiated automatically if any of the conditions are met:
  • a] Any of the hunters attacks or is attacked by the hunted or his/her support.
  • b] A zone fight involving the hunted is ongoing or initiated by a neutral party while the hunter(s) are in the same area.
3] During the Battle Phase, the hunters have the objective of subduing the jinchuriki (not killing), killing the biju summoner or stealing a summoned biju, or, if possible, convincing the biju holder to surrender.

4] The hunted have the objective of either defeating/chasing off the hunters or escaping capture. His/her support wants to aide him/her in either or both endeavors.

5] During a battle, excessive inactivity (defined as, the moment said individual's turn is up, 72 hours passing from that point) will be counted as either:
  • a] Hunter - Captured, Killed, Flight, or any other reasonable condition as determined by the judge.
  • b] Hunted - Captured, beast extracted, beast stolen, or any other reasonable condition as determined by the judge.
6] For the first 5 rounds of a battle phase, the hunted cannot flee the battle using space-time ninjutsu or any "quick escape" methods such as lightning release armor. However, on the 6th round, the hunted is permitted to flee using these methods at anytime, and is considered successful only if the hunted escapes the zone/area.

7] Escaping: For hunters, this means making off with the beast and/or the hunted. For the hunted, this means escaping from the hunters.  This phase is only initiated if the hunted escapes successfully the battle phase, but within 3 rounds of escaping at least one hunter enters the same zone as the hunted.

8] All hunters and all hunted/support must be declared at the beginning of the Battle Phase. NPC's are not allowed to engage hunters, hunted, nor support characters. They are allowed to reduce the damage done to surroundings and other NPC characters.

9] During battle, characters are allowed 3 actions, including any clones made. Summons are allowed a single action of their own, but may also take up an action of the summoning character.

10] Each and every technique used in battle MUST have a detailed description, including the elemental type (if applicable),the intended effect on targets, and any other effects that are relevant to all of the characters affected understanding the technique and it's consequences as determined by a judge if a dispute were to arise on the matter.

11] A combination of external references and in roleplay descriptions are advised.

12] The judge's decision is final in all cases except in cases of rule violations, where an appeal can be made to the Biju Council only.

I am sick again. still...always...

a medical card came through to pay for the $17, 000 overnight hospital stay and my treatments for three months in the past, but nothing for continued treatments in the future. So still fighting that deal.

blah blah blah let the DHHR wars begin, round 2.

but life is good. My health has deteriorated to the point I may have to quit my job if I cant afford to take my shots and get blood work done to monitor the results of this treatment. and I am sure others can relate to how it works and does not work.

anyway. prolonged sitting, standing, lying down is a problem...did I leave any positions out? forget driving.

I don't know...I will do what I can. If it gets to the point I have to stand down I will.

It is just inconceivable to me that there is this level of disability occurring over just one issue. I seriously need a GOOD diagnostician.

Athos, why are you voting? what did you have to do with this at all?

And...privacy? Well, its mine so there...However, I also trust the ethics of those with the power to look into my pms to stay out of them unless a complaint has been made and there is evidence to warrant an invasion/investigation. And of course Bijuu things have nothing to do with a valid rule violation.

I see no reason to prolong this nor would i have created a vote thread but Athos closed the discussion one.

I Would let the vote stand as is.

In the future we may wish to have the threads remain open until the council is done using them, rather than the person who is bringing the matter to the council...unless they are dropping the issue entirely.

no one is stripping anyone of anything Jay. You did what you needed. It is hardly your fault that no one seems to be able to agree what to do with that once you did.

However, I will point out one final time...editing by mods will have to be done if the thread is BIJUU specific and not HOST specific.

Jay has the two tails. Jay loses. OMG, I know, right?

Now Jay's preferences have to be removed. All the challenges and stuff that were made to JAY now are trash for the new host to have to weed through...in order to find the posts that are directed to him.

The new host is Shadow. Then OMG Shadow loses...

Now the Shadow Preferences have to be edited out. And there are even more trash challenger posts and activity announcements and void discussions to wade through for the  new host...KAYENTA to wade through...

and here we are on page 12 of an activity thread that is supposed to make things easier for me and my challengers to use... WHILE WAITING TO HAVE A MOD COME IN A EDIT MY LOGS FOR ME>>>>

I think Athos should get his fight for the 9 tails against Genesis. Character to character this would be

What this has done Eric is taken the responsibility of activity away from the host and placed more work upon your shoulders and those of the other mods. As it is now, constant editing will have to be performed by a mod every time a new host is born for each bijuu. The threads are to be HOST specific, not BIJUU specific.

It was also proposed that a player could use one thread to use for all his beast. And I was fine with that. NOW a player will not have that option either.

And I fail to see anywhere in the words that I have written, that THAT is what I was asking for when I called in for a mod to do the board functions mentioned in my last post.

I called in a mod to get rid of the multi-thread and to sticky the personal threads that each host would make. I had to call for a mod to do that part because people who are not mods cannot do this for themselves.

I did not call for a mod to make a decision on if the RULE THE COMMUNITY VOTED UPON should be used as written or not.

Comments:
1] I think that if a player uses a character to acquire a beast...and they do not ever seal it in that character, that giving it away to anyone...even another alt...is fine. They have not become the new host, just the champion who won it. I would also include never using it as a summons either. That requires sealing the will of the Bijuu to that one character, even though he is not dwelling inside the body of that character.

2] If the player's character ever hosts or summons the beast...then they cannot give it away to other players or their own alts without facing the first challenger. This could set up a situation of the player never being able to make a transfer of the bijuu, if there are numerous challengers on the list. This should only be used to appease the FIRST challenger on the list. All the others know they might end up facing a different player/character if the owner loses that match. So they need not be considered in this situation.

However the situation plays out...communication needs to be dealt with through public notifications of the intended actions in the preference/activity thread of the player.

ALL CHALLENGE LISTS ARE INHERITED BY THE NEXT IN LINE.

Only new characters are entitled to a grace period.

Proposal:
Example 1:
Emily uses Kayenta and wins the 1 tails. Kayenta never hosts, never summons, she just gives it to Emily's alt, Yugito. Yugito inherits the challenge list. Yugito gets a grace period. Yugito cannot give it to anyone else. If Yugito didn't want it she simply tells Kayenta to give  it to someone else and saves us all a headache. If Yugito loses against the first challenger, it is someone else's mess and Emily is done. If Yugito wins against her first challenger and wishes to give the beast to someone else, she must post her intentions within the time limit to set up her second match or be forced to face her second challenger. This is listed in the rules as 1 week, which means 7 days. Yugito CANNOT give it to another Emily alt. It's rude to tie the beast up like that. Emily should have had her ducks in a row on what she wished to do with the beast before even having Kayenta fight for it. Kay is stronger than Yugito, but has no wish to ever host a beast. So that makes RP sense as well.

Example 2:
Emily uses Kayenta to win the 1 tails. She seals it in herself/uses it as a summons. Kayenta is now the official owner of the bijuu and subject to host/summoner rules. She has a grace period to commune. After that she has 1 week to set up the match with the first person on the challenge list that she inherited from the last owner. If she wins, she can state her intentions to give it away or begin setting up the second match. Which must occur within the 1 week time frame. If Emily chooses to give it to an alt, she has now fulfilled the obligation to the first person on the challenge list who knew without a doubt they would be fighting against Kayenta, and can make a transfer announcement. We then default to Example 1.

Example 3:
Emily uses Kayenta to win the 1 tails. She never hosts/summons it. She give it to Shadow. Shadow inherits the challenger list. Shadow gets to have a grace period. Then Shadow must set up the match with the first challenger on the list. After that first match, he can opt to keep going or give it away to someone else or to an alt. We default to example 1 or 2 as the case may be.

All challenge lists go with the beast no matter who has it. At the end of a successful match, the owner must post a conclusion.
ex: Kayenta wins, setting up next match with challenger on list.
ex: Kayenta loses, the winner was -- [insert name]
ex: Kayenta wins, giving beast away to Yugito. Yugito gets a grace period. She cannot give beast away until she fights the first challenger or refuse the beast to begin with.

The rule stated that each host has to create a thread. People voted on that.

I am not the only person who commented that individual threads would be best, after I brought the matter to their attention.

And it was not until your issues over continued problems with Bijuu challenges, keeping them straight and without contention among the participants, That I even broached the subject to begin with.

sometimes a little OCD is just what is required in order to organize things in a proper manner so that they work smoothly.

I have removed my numerous posts to all the threads created by Eric because that was excessive and uncalled for.

However, despite my own momentary triggered response, the initial complaint remains valid.

Council / Re: HOW TO BRING ISSUES BEFORE THE COUNCIL

So, let's maybe try this...

1st post: Person addressing the issue to us (Person A)
2nd Post: Opposing party's rebuttal (Person B)
3rd Post: Person A
4th Post: Person B
5th, 6th, 7th, etc.: Council Members Only

The goal is simply for the best verdict to occur with the information presented. And we are using a forum, where clearly you can type an entire novel in one post-- as we usually see.

So, might as well limit posts-- saves everyone time, drama, and issues.
Now, *IF* the council thinks someone needs to provide more info., then questions can be asked. But,  all answers should be in ONE post.

After post 9 for example (council member post), multiple questions were asked of Person A, AND Person A was ***ASKED*** to provide more details. Well, take one post to answer all previous questions. If more questions arise, a council member can ask for another post to be made.

But, no one will be dealing with long, winded, repetitive remarks. It also helps keeping your message on track. One of the reasons why a lot of people are not able to communicate their message properly in real life is because they confuse themselves and others! Think of this as training exercises to help where ever you go! ;)

Let's vote on this-- someone create a topic. :D

As to the rest...
The Bijuu council discussion thread is not the place to vent your spleen. If you need to vent, then go make a vent thread where you and whoever wishes to engage in that sort of behavior can have at it in public and trigger each other all day long.

The is SL's forum, I hardly see the need to create a whole separate forum just for the Bijuu Council. Being as professional as possible in the council setting will greatly improve how it functions for everyone.
