I've only told a select few but now I'll say it here as well:

Come March, I will be greatly diminished in my ability to RP and/or even post. I *might* be able to log-in and read new Council posts but other than that, I will be busy. I don't want to get into any details as it's really none of anyone's concern but my own, but this brief hiatus will be because of work.

As such, I will not be able to fulfill the required activity clause in being a Jinchūriki so I have decided to give the Reibi to Iburi Ray.

Yeah, the Dust Release creates a vaporized effect which cauterizes wound so there's no blood.

Good try though.

Correction: Disintegrates which causes cauterization as it ceases all molecules in that area as evident in all the blasts we've seen in the anime and manga.

Unlocked the thread for further discussion about other details in the fight such as the one being contested by Athos now.

Athos claims that the long-range Kamui cannot be sped up by using both eyes. Clearly, I believe that it can be as it utilized it in that fashion.

Eric is being brought in to make a decision as both judge and moderator of the case.

Obito uses his 'Right Eye Kamui (REK)' to negate Kakashi's 'Left Eye Kamui (LEK)' from affecting the Jūbi despite not in physical contact with the beast. This implies that physical contact isn't always required to activate a second layer of Kamui on a target.

Obito is using both eyes to synchronize with Kaguya's portal in order to speed up the time it takes to utilize the LEK in conjunction with the REK so he use the REK to teleport into the dimension.

Both eyes are bleeding from usage as both eyes are being used to open up the portals inside Kaguya's dimension.

*This one is specifically and deliberately using his REK to open the portal without needing physical contact.

Again, he is using the REK to send off another item that isn't in physical touch with him.

Honorable mentions that physical contact isn't required to activate the REK would be every time he pulled an item from his dimension and utilized it in combat....that would be a lot of spreads to hunt down. I feel as if the ones I've provided are more than enough evidence to support the claim that both Kamui's can be used in conjunction to create a double Kamui on a fixed location without needing physical contact.

I can already tell that this topic will need to be created so I'm going to nip it in the bud.

Calling the 2nd Bijū Cohort into action!

Matters to be discussed:
1) Can an individual player challenge with multiple characters simultaneously?
1a) If so, does that player then inherit the entire challenge list that comprises of their alts?

2) Does a "loss" automatically initiate the cooldown of the other player's characters if allowed to simultaneously challenge?

3) Can a single character mass challenge for all the Bijū?
3a) If so, can that indidivual have more than one Bijū challenge happening at the same time?


If I think of other matters, then I'll edit this first post to add in the questions. Please be advised that this is discussion meant for the Council to discuss first and foremost before getting the popular opinion.

Rules/Foundation / Crazy Bijū Handling Idea

I have a stupid, crazy idea.
Probably won't be liked but maybe some food for thought.

Instead of creating jinchūriki and hosting the beasts indefinitely, maybe they should remain as a village summon.

What I mean by "village summon" is that the beasts return to their canonical villages (*with exceptions):

Konohagakure: Kyūbi
Kirigakure: Sanbi
Kumogakure: Hachibi
Iwagakure: Yonbi
Sunagakure: Ichibi

*Exceptions:
Uzushiogakure: Rokubi
Amegakure: Gobi
Otogakure: Nanabi
??: Nibi

They would exist as a protector of the village they are affiliated with but allowed to free roam. They are loved by the villagers instead of hated. They aren't mindless beasts but mentors of wisdom.

However, not everyone in the village can summon them. They must first prove their worth by trial of combat. This is done by either challenging the beast itself or the main contract holder. Should the challenger succeed in his/her match, then they are allowed to sign onto the beast's contract, no questions asked.

After a while of becoming friendly with the beast, eventually one would be given one (1) tail of chakra to seal within himself/herself as a token of the beast's affection. Could only ever activate V1 cloak and be able to utilize their distinct trademark ability to a small extent.

However, the stipulation for travelers looking to become friendly with all the beasts would be that you couldn't use the village beast to attack their own village. That would break the contract and the beast would turn on the summoner.

Could a village wage war on another village using the bijū? Probably so but they would hate every moment of it. They would be protectors of their people, not weapons of war.

The main contract holder would be the current 'Kage of the village. (S)He could also give this duty to another who is more active than they so it is entirely fair for all to achieve.

To prevent blatant bias, there would exist an OOC bijū council where those in the council take turns GM'ing different beasts.

I do not know of what village the Nibi should go. Maybe Kusagakure, but they don't seem to be all that active any more. I don't see many Yukigakure shinobi running about either.

Special rules

-The match is to be 1v1.

-Victory for the challenger is the defeat of the host through any means necessary, and vice versa. Death in the fight does NOT equate to death IC.

-Skills acquired during an OOC match are not carried over IC. Similarly, knowledge of participants' abilities do NOT carry over to IC RP.

-If, by some chance, the match should reach a point of true stalemate after a minimum of 30 days then a judge may be called in to determine a winner based on how the fight has progressed up to this point. Both participants must request this of the judge in person (I.E. Both fighters MUST send a PM for this option.] If this is chosen, then the judge may declare a  winner based on these criteria:

     •Who effectively manipulated the flow of the battle the best? The strategy employed (based on the posts) may have been defensive and attrition-based, but was it effective in the long run in wearing down the opponent?

     •What caused the stalemate? The challenger being unable to defeat the challenged, or vice versa? Is it constant cancellation of jutsu and techniques by both sides, or merely one side taking refuge in a relatively inaccessible area (such as pocket dimension) in order to avoid defeat entirely?

     •Who showed the greatest skill in the fight? This is completely and utterly at the discretion of the judge. His(her) decision is final on the matter, regardless of accusations of cheating or bribery or otherwise. This should be kept in mind when deciding on a judge for the fight.

If neither side can be conclusively declared the winner, then the fight either proceeds or a draw is declared. In the case of a draw, the challenger may rejoin the queue of challengers after the latest challenger without having to wait for cooldown (this circumvention for the benefit of the challenger for not technically being declared the loser, though by not succeeding the host can be considered a winner in this situation). Note, this is a technical victory for the host, so unless the challenger truly believes that a restart is necessary to increase victory chances, then it is not recommended to settle for a draw without reviewing this process a second time.

-Prefers SL forum, as it is most useful for fights where long periods of time may pass between postings, serves as a record of the fight's progress for other challengers, and for that damned time-out option.

-Must post at least once (1) a week. Though if a pattern of postings persists (I.E. If either player stretches their posting to the full week, each and every post without prior notification to the other), then the challenge will be voided. The cooldown will be initiated to challenger (if challenger is problem) and the host will be stripped (if host's activity is problem).

-Decided judge will remain judge throughout. No boots.

-Reposts are allowed, within reason. (I.E. If either participant has to repeatedly repost, the match will be concluded. See inactivity clause.) Reposts are only to fix the issue brought up by the judge. Modifying the entire post to save yourself or completely change up strategy is an automatic disqualification from the match. (See inactive clause for consequences.) Edits are NOT allowed. An edited post is an automatic disqualifaction. A brand new "Reply" must be made so there is a full history of the entire fight for judge and other readers.

-Can only use skills that are known IC at the official start of the match. No borrowing from others. No immediate power ups within the match.

-Discussion of non-allowed techniques will vary by challenger and discussed via PM, only.

-Inflammatory, racial, harassing, or abusive language aimed at each other either in the match or in PM will result in an immediate void of the challenge. If challenger, (s)he loses all rights to ever challenge the current jinchūriki. If host, he loses the match and bijū given to the challenger.

-In the event that a host is defeated, the new host has the cooldown challenge period timeframe to either accept the special regulations for the tailed beast or completely re-write or alter the special rules. If they do not post their own variant by the beginning of the next challenge, then it is to be assumed that they comply with the previous special regulations.

-If host defeated, allow host to finish up any roleplay that may involve having the beast. Then a reasonable RP will be concluded as to how the beast transferred hands.

-All measurement units to be used in U.S. Customary Units. (I.E. No meters, grams, etc. Use feet, pounds, Fahrenheit, etc.)

Village Square / Bunretsu no Jitsu (Fission Technique)

Alright guys, I've been lurking and watching to see how this jutsu would be applied to the SLverse. And from what I've seen, its being abused rather terribly. So, I'd like to make a proposition to nerf the technique based upon the context of what of actually does.

First, the technique description itself:

"This technique allows Mū to literally split his own body into two identical yet entirely independent duplicates of himself. Unlike Clone Techniques that only appear to be similar, the ability is instead a physical separation and so does not require hand seals to activate, making it faster in comparison as a result. This also means that even if one is incapacitated, the other remains completely unaffected and as neither can truly be regarded as the original, the duplicates cannot be dispelled like normal clones. However, while split, Mū's power is halved and as such he is unable to use more complex techniques like his Dust Release kekkei tōta."

Now, it seems pretty self explanatory to here on how it should be used and yet I've only seen one shinobi actually adhere to this description.

Second, the proposition:

Cons:
•ALL abilities are HALVED.
  °This includes physical strength.

•ALL chakra is HALVED.

NO kekkai genkai advanced techniques.
  °No Mokuton, Hyōton, other elemental kgs.
  °Dōjutsu ARE affected.
    -Sharingan loses all advanced abilities and reverts to three tomoe state.
    -Rinnegan only may use ONE path.
    -Byakugan lose the ability to use Jūken ability and techniques.

•Jinchūriki CANNOT use this technique.
  °It violates the splitting of a bijū's chakra rule. Since the technique is literally splitting everything about the person, the bijū would be split, too.

•Losing either half results in permanent character debuff.
  °If a half is seal, could have another break the seal and then rejoin with half.
  °If destroyed, well, you're out of luck.

NO dōjutsu shifting.
  °Pretty exclusive to the Sharingan <> Rinnegan shift. You split with one or the other active and that remains the eyes until rejoined.

Pros:
•Double the amount of actions per post. (6 actions total)

•Life-saving maneuver to avoid a total deathblow.

•Faster than Bunshin no Jutsu.

•Still have access to basic elemental ninjutsu.

•Hachimon still usable though strength halved.

•Sennin Modō still available.
  °Unless split during mode, then chakra/nature energy is halved and time available is halved.

Village Square / Not Doing It.

Posting this now.

I will NOT under any circumstances accept ANY challenges from Bocchiere or any of his accounts.

We do NOT get along and I do NOT have to be roleplay with him if I so choose to do so. Even states so according to the rules. As you are all aware, we do NOT get along in any facet and as such, any encounters has turned into petty squabbles, heated fights, and downright mudslinging and verbal abuse on BOTH ends.

It is my right as jinchūriki to decline any challenge from some I do NOT get along with and I will NOT be forced to communicate with him.

So, just putting this out there for y'all to see.
