Hokage strongest to weakest during their reign as active leader.

1.)Naruto
2.)Hashirama
3.)Minato
4.)Tobirama
5.)Kakashi
6.)Tsunade
7.)Sarutobi

Agree? Disagree? I am torn about Kakashi and Tsunade, only because the Sharingan was pretty important in Kakashi's arsenal. Once he loses that, he no longer has Kamui or anything, so he loses his hax ability, unlike Tsunade who can still heal. I just find that Kakashi is a far more tactical fighter who would be able to circumvent this with damage that maybe wouldn't be so easily healed. I mean, can she heal a severed head, should he land his Purple lighting technique? Sure if she ever managed to hit him, it would be over, but he has fought on par with opponents much stronger than him and survived just fine. He was even able to go toe to toe with 6 or so tailed beasts controlled by Obito, but he was of course backed by Guy, and eventually Kurama mode Naruto.  I think there is discussion to be had.

For the sake of being the devil's advocate, I would purpose that it isn't meta gaming. If a person follows the necessary channels and gains information on a person it's not metagaming to then use that information to your advantage. So why would it then become metagaming to ascertain the knowledge that a tailed beast would in fact have on any particular individual and use it to further your own goals? Is it meta gaming because it's easier than most other options?

I would simply label it as unfair, opposed to Metagaming. Though I am not against your suggestion of limiting the information a beast would have. My counter offer might be...Name and affiliation, but no details on powers and abilities or well kept secrets like a hideout or scheme in the works. Learning a name and affiliation would give people a decent lead as to where this individual might frequent, which would allow for the possibility of an IC hunt (Not necessarily a Biju hunt). Just having the village that they were affiliated with while being the beast's host would not immediately oust you. Said hunter would still need to go there and try and handle the situation from that point forward, assuming you're even in that village anymore. The information could be dated after all.

Okay, maybe I used the term wrong, but it's more of an IC level with regards to actual roleplaying on the site. Let's admit, most of the bijuu are won and claimed OOCly here. So how exactly would it fit in the RP occurring on site? I may be overthinking about the part of the beasts being injected into all things IC, but again, what's pushing the limit when it comes to getting in-character information? What is fair and unfair?

Name and affiliation is good enough. I dunno how the current hosts will use any of this info about the previous vessels, unless the previous guy/s owes them money or something, but I guess it will suffice.

I couldn't tell you what the current host list would gain from this, but maybe someone else will come along and beat me for the nine, and decide that they wanted to get me IC as well, thus using the information to at least start their vendetta. It's all hypothetical, but it's better to iron out details like this before a problem arises, opposed to waiting for someone to take advantage of the fact that we have not discussed this topic and suddenly learn every technique that a preveous host ever knew, because memory hax.

I said before that I wouldn't poke my nose into bijuu business, but this kind of caught my attention and I might as well throw in an idea.

Rusaku raised some points on the pros and cons of the beasts retaining memories of their previous hosts, though the cons kinda give the current host a free ticket to know vital stuff about a previous host. Say that previous host X is wanted criminal in all shinobi villages, so the current host can just blab that 'oh, host X used to be at {this place} and can do {these stuff} because their former beast told me'. That is already metagaming in a way and that's a no-no around here.

I suggest that the beasts do retain memories of their previous host, but just their identities, not abilities or affiliations and such. A name and probably how they treated/interacted with their bijuu would be reasonable, yes? Again, this is just a suggestion. *bows out*

For the sake of being the devil's advocate, I would purpose that it isn't meta gaming. If a person follows the necessary channels and gains information on a person it's not metagaming to then use that information to your advantage. Seeing as the council created the rules regarding the tailed beasts, I had a question that perhaps you all could shed some light on. Now, I don't believe that we ever talked about this before, and if we have please let me know where I can read up on it, but have we ever discussed the topic of a tailed beasts memory and it's releation to former hosts?

For example, seeing as Rusaku had mastered the 7 tails in the past, and spent a lot of time with it in doing so, would the current host be able to extrapolate vital information from the beast regarding me and my relationship with it? With Kurama having been hosted by several people in the past, could I get information on them now that I am the host?

The only example I can find of someone addressing this is in the fight where Kamui was GMing as the 8 tails when Yujo was attempting to capture it. He made mention that the beast had no recollection of Yujo, thus the fight would commence as if they had never shared a vessel. Though, as far as I am aware, that was only included because Yujo needed to fight and win the beast, and it wouldn't be fair for Gyuki to just climb on inside because Yujo mastered him previously.

Personally, I'm fine with the beasts retaining the information on previous hosts, because that would maintain a continuity, but I'm also fine with them losing memory, because then it could lead to people taking advantage of the opportunity that provides.

Jinchūriki: Rusaku Otsutsuki

Tails Mastered: N/A

Affiliation: Konohagakure/Otsutsuki Clan/The Foundation

Preferred Method: IC Hunt; 1v1

Preferred Zone: Surface of the Moon (OOC only)

Preferred Judges: Warren/Tobias/Miyuu/Up for discussion

Preferred Outlet: SL Forum

Special rules

-The match is to be a 1v1 death match, if the preferred method was agreed to be IC. However the match will be defaulted to OOC, if that player doesn't agree to *IC* terms of engagement.

-Victory for the challenger is the defeat of the host through any means necessary, and vice versa. Death in the fight does NOT equate to death IC, unless such a term was agreed upon.

-Skills acquired during an OOC match are not carried over IC. Similarly, knowledge of participants' abilities do NOT carry over to IC RP.

-*If, by some chance, the match should reach a point of true stalemate after a minimum of 30 days then a judge may be called in to determine a winner based on how the fight has progressed up to this point. Both participants must request this of the judge in person (I.E. Both fighters MUST send a PM for this option.] If this is chosen, then the judge may declare a  winner based on these criteria:

     • Who effectively manipulated the flow of the battle the best? The strategy employed (based on the posts) may have been defensive and attrition-based, but was it effective in the long run in wearing down the opponent?

     • What caused the stalemate? The challenger being unable to defeat the challenged, or vice versa? Is it constant cancellation of jutsu and techniques by both sides, or merely one side taking refuge in a relatively inaccessible area (such as pocket dimension) in order to avoid defeat entirely?

     • Who showed the greatest skill in the fight? This is completely and utterly at the discretion of the judge. His(her) decision is final on the matter, regardless of accusations of cheating or bribery or otherwise. This should be kept in mind when deciding on a judge for the fight.

-If neither side can be conclusively declared the winner, then the fight either proceeds or a draw is declared. In the case of a draw, the challenger may rejoin the queue of challengers after the latest challenger without having to wait for cool-down (this circumvention for the benefit of the challenger for not technically being declared the loser, though by not succeeding the host can be considered a winner in this situation.)
Note, this is a technical victory for the host, so unless the challenger truly believes that a restart is necessary to increase victory chances, then it is not recommended to settle for a draw without reviewing this process a second time.

-Must post at least once every seven days (168 hours). Though if a pattern of postings persists (I.E. If either player stretches their posting to the full seven days each and every post without prior notification to the other), then the challenge will be voided. The cool-down will be initiated to challenger (if challenger is problem) and the host will be stripped (if host's activity is problem).

- A judge *must* be picked before or during the first round of initial entrance posting by both parties, if the chosen judge makes a ruling that is deemed ridiculous by either party, a new judge may be chosen ONCE by either side. If the matter still can't be settled, it must be brought to the forums for a final decision.

-Everyone is allowed 1 repost. If you are found to be meta gaming, Retro posting, or God modding, the opposition is allowed to request your post be analyzed by the judge. If he/she decides the post contains any of those three things, your repost will be used to fix it. If your repost has already been used, then the actions effected by the illegal maneuver will be nullified and the opposition will be able to act accordingly. Example: If you try to counter an attack using meta game knowledge, the counter will have never happened and the opponent will be able to continue unhindered, likely resulting in a legal autohit.

-Can only use skills that are known IC at the official start of the match. No borrowing from others. No immediate power ups within the match.

-Discussion of non-allowed techniques will vary by challenger and discussed via PM, only, If a technique is used in the midst of the fight that was not voided beforehand, and is still considered god mod, it can be voided at that point. People’s profiles are often unorganized, thus it’s easy to sneak past obviously broken techniques into a fight and we should not reward that type of behavior. The caveat, though, is that the technique in question must be an egregious violation to the fairness of the fight for it to be voided after it’s began. This is decided in a three way conversation between the judge and two combatants.

-Inflammatory, racial, harassing, or abusive language aimed at each other either in the match or in PM will result in an immediate void of the challenge. If challenger, (s)he loses all rights to ever challenge the current Jinchūriki. If host, he loses the match and Bijū given to the challenger.

-In the event that a host is defeated, the new host has the cool-down challenge period time-frame to either accept the special regulations for the tailed beast or completely re-write or alter the special rules. If they do not post their own variant by the beginning of the next challenge, then it is to be assumed that they comply with the previous special regulations.

-If host defeated, allow host to finish up any roleplay that may involve having the beast. Then a reasonable RP will be concluded as to how the beast transferred hands.

Any questions, PM me please.

(Mostly) Non-Negotiable Voids

Jay has requested a 7 day extension to his posting time. In accordance with the Biju rules, it does not appear as if I can decline. His next post is due on the 9th, I think.

• A Host or Challenger who fails to make a post to the RP match once every 7 days, without posting a notice of absence to the forum host thread in question, will forfeit the match. During this forfeit, the bijuu will either remain with the host, in the event of challenger inactivity, or be transferred to the challenger, in the event of host inactivity.

According to the bijuu rules, Jay himself is supposed to let everyone know about his extension or any sort of absence that may hinder him from posting as scheduled; this is something that *he* also needs to address or otherwise it'll be a forfeit.

Oh shit boi. He came to me about it and I was just letting the people know. If he's breaking the rules then that's his beef, not mine. I'll sit back and watch the plot thicken, if it does at all.

Council / Established Consequence
« on: August 27, 2017, 05:09:51 PM »
In light of my more recent fight, I have come to understand that there is no established consequence for breaking some of the more...overlooked guidelines of SL such as Retroposting and Metagaming. This is something I would like to have addressed for future reference when observing not only a Biju fight, but perhaps even in traditional IC RP.  I realize that there is a footnote saying these things are forbidden in the biju rules, but we should probably solidify what it means to break them.

Retroposting is probably the most repeated offense throughout my history of fighting. It’s a lot easier to just interrupt your opponent from doing what they wanted opposed to waiting for it to happen and react accordingly. I get it. The problem is, retro posting wastes a lot of time and energy. It takes time to write good posts. It takes time to think about what you want your character to do. It takes time to review your work for errors and make sure you're providing an interesting piece of literature that is also effective in the actions themselves. I don’t know about you all, but it’s very frustrating when I put in all that effort and my entire round is circumvented because you didn’t want to deal with the water technique I used at the beginning. If you don’t believe that this is an actual issue, just look at the fight I’m having with Jay. 20 days of fighting, arguing and judge rulings tossed in the trash because he reacted to something set into motion 2 full rounds prior, even after being ruled that his initial defence was inadequate.

I suggest putting a set limit on how far back a person can react. Just for example lets say...3 full actions. If it is within the realm of possibility, you can react to upwards of three action prior to your current round. So the beginning of your opponent's most recent set of actions against you. You can obviously still interrupt your opponent within these parameters, but you also can't go back 2 rounds and reto-fix a mistake you made.

Metagaming is not nearly as rampant anymore, but I do still see it as an issue that should receive some attention at least. It’s very easy to blur the lines between what you know, and what your character knows and when that line is crossed, it can lead to you having vitol information on someone that you otherwise shouldn’t have. Such examples would be having your character react according to OOC rules. Like assuming someone does not have Rinnegan because they have the Byakugan. Or noting that clones pull from your action count so you shouldn’t do something with them because of that.

My suggestion is a “3 strikes and you’re out” kind of clause. If you’re found guilty of metagaming 3 times within a fight, or within a set time period, then you are faced with whatever consequence, be it a loss of your match, or stripping the beast.

Obviously my wounds may be a little fresh from what I am dealing with elsewhere, but I still wanted to bring these issues up with the council all the same. If you all feel these are issues that need addressing as well, please add your own takes on the subject.

Bijuu Arena / Re: Battle for Furball; Jay v Rusaku
« on: August 26, 2017, 09:00:01 PM »
Rusaku observed as the serpent began to manifest, realizing that his destruction of those bombs only hastened Jay’s plans. While it was unfortunate, there is no turning back. The Bunshin cracked it’s neck, ready to use what time it had left appropriately. Luckily for Jay, he’s stop the summoning of Masane, but he had other problems to face. Lifting his hand in defiance of the serpents ensuing attack, bunshin Rusaku conjured a small black orb encapsulated with emerald chakra at the end of his pointed finger. Compressing the chakra down to about the size of a golf ball, he fired it in the form of a beam with intentions to collide with the incoming blast of water. The black and green beam of energy expanded upon release, halving the approximate size of the blast intended for him. If the two collided, the Migin Tensei Baku would rob the opposing force of all chakra in order to increase it’s own size and attack potency upon contact. With only 0.3% of the water produced being composed of natural saltwater, his blast had more than enough strength to overcome whatever levels of natural components were within the blasts small portion of the overall water.

If the beam clash incurred, Rusaku’s technique would grow vastly larger, pushing forward to overwhelm the remainder of the blast and decapitate the large beast to drain it of even more chakra. The bunshin of Rusaku began to pant, he was reaching his limit. While the flow of battle was certainly going to change once he is gone, the clone was more than able to achieve it’s purpose in wearing down the Jinchuruki. With Jay’s reserves down to meger levels, he would likely begin feeling intense levels of exhaustion which could translate into more substantial errors later in the fight. Also, it’s a wonder if Kurama will not begin to pry at his seal as Jay begins to weaken. With no mastery over the beast whatsoever, the Kyuubi would be far more likely to try and break free from his captivity while Jay is at his weakest.

The original Rusaku lazily removed his hands from behind his head and formed the snake seal, still in his resting position. The earth around him began to tremble before giving way to another massive surge of Mokuton. Though this time, it was utilized by someone who trained under a great Senju Elder in the Senju Grand Tree. Massive trunks began to surge outward all around as the water attempted to cross the distance between Jay and Rusaku. These massive trees immediately began to absorb the chakra that composed that water in order to increase their size and growth rate. Jay may be surprised to see the Nature of Rusaku’s mokuton, for not many knew of the secrets that the Senju Grand Tree contained. Intentionally, one of these trees sought out the hiraishin marker that was floating within the incoming wave, with intentions of destroying it.

For now the forest Rusaku produced had no intentions of attempting to bridge the 3 mile gap between the two opponents, unless Jay also crossed ¾ quarters of the distance with his serpant’s attack like it did, then perhaps he would in fact be within range of the forest. Distances are kinda muddied right now. Currently it would only span a half mile in all directions around Rusaku, slightly smaller than Kamui’s before. With this he intended to create an environment that is virtually impossible to navigate on land, with the configuration of the trees and their leaching nature creating a living fortress around the Otsutsuki. Though his technique was not done yet. As the forest manifested, flower bulbs also began to form upon several of the larger trees. Upon reaching maturity, the bulbs would bloom, releasing pollen into the breathable air en masse. Upon contact with the skin, the pollen releases a degenerative toxin that quickly begins to erode away organic matter. Within seconds the affected area would be rotted away the bone. Jay might be able to circumvent some of the damage done by the pollen with his regenerative ability, but Rusaku was hoping that he would continue to rely on that.

The pollen was able to be manipulated telekinetically to dictate the directionality and who it would affect. For now it was aimed to permeate as much as air as possible without harming his allies. Once his forest was in motion, Rusaku then closed his eyes and began to focus his chakra in preparation for something.

Suppose 6 jinchuriki and 1 normie made up the council.
As long as the singular normie can point out when the bias of being a host is affecting the choices of the council, all the other members should be able to see it when pointed out and respect it. If not they shouldn't be on the council.

I'm not saying one person needs veto power, just the council should be made up of respectable individuals (and me) who can appreciate when their mistakes, unwitting or otherwise, are pointed out and can take a step back.
¯\_(ツ)_/¯

Indeed. Not only that, but outsiders looking in could also point out issues with bias if they find it. They are the source of our votes, so it's important that we impress them as well with out ability to perform in front of an audience.

I think Shadow meant biju rules, not zone rules, when he was talking about retro in stuff 600-1.

Again, where does it say that the community can't get involved once the fight has started? Is that something I'm just not aware of?

Bijuu Arena / Re: Jay v Rusaku (discussion)

The community can't retro in rules even if it were 600-1 in favor of making the time to post be every 6 hours. Unless I misread what you're asking. I doubt Jay is one to succumb to peer pressure and seeing all our posts to amend the rules tugs at his kindheartedness.

According to what, though? I cannot stand these tribal rules that are somehow being enforced with no way to actually verify their existence. It's the same with the "acceptance" clause that I mention with the Masane situation. That rule is literally nowhere to be found, it's just something that was coined a few years back so people could screw over others in zone fights. The "community" is the only force in this game that actually has any say in how something goes down. If a fight is going on where there is obvious injustice, shouldn't the community be able to step in and stop whatever's happening?

Say when I win the nine, I make some rule that says I'm the only one who can use jutsu in our fight, then hide it amidst a mass of text that looks similar to the default rule template that people generally use for Biju stuff. It's highly likely that someone could fall pray to that stupid rule in thinking that I was just copy-pasting everyone else's stuff. Is it particularly fair that they have to suffer the remainder of that fight, and end up with a 3 month waiting period because they were cheated? I feel like the community should have plenty of authority to step in and stop that obvious farce of a match.

1 v 1 IC/OOC 15 Rounds of Fighting (Optional)

Reply #19 is the beginning of round 10, so technically you could carry on to round 15 and then have things end there, or if you to agree yall can end it sooner. There is more I could say but for now I am more curious as to Jay and Warren's response.

I wouldn't be opposed to this. That's 5 whole turns for Jay to try and turn everything around and impress Warren. I can live with this fight for 5 more rounds if it means that I finally get to see a light at the end of this tunnel. Though I'm also not opposed to the two weeks thing I originally suggested and Shadow agreed with, which would probably translate into one or two more rounds if we are hasty.
