Short answer: No, it is not the judge's job to enforce the biju rules, it's the Council's.

Long answer:

The judges in the match rule on whether the guidelines of zone fighting and general RP have been followed, while the Biju Council makes rulings on rule violations. This was a rule violation, one with a consequence outlined clearly in the Biju Rules.

Had Rusaku's post about the extension been followed up by nothing, then I would not have personally said anything until either called upon directly or until Rusaku had an issue with it. You still made a decision without being asked, though, from what I'm seeing. Why would you have left it be if no one said anything?
If something is your job, then it's your job whether or not anyone says anything about it, right? So either it's the councils job to rule on ALL infractions, or just the ones brought to you, isn't it? Or can they just pick and choose which violations to enforce? My point is, if no one brought it directly to the council, it's not a council matter. If it is a council matter, because it's a Bijuu rule and not just a general rule, then it's not just something you can ignore because someone "didn't know the rules".

Though it sounds like the general feeling is "work this sh$# out with your opponent and judges before the match. The council exists to rule on bijuu matters as a whole and not individual matches, and therefore it falls to those involved to be self-governing, more or less. So long as the set perimeters of the fight are within the general rules, those with a stake in them are to make sure their own rules are followed."

I'm paraphrasing. I could be completely wrong.

The issue isn't reacting to an action from the previous round, it's going back an reacting to stop something that happened several rounds ago.
In Tomi's example, I don't see that as retroposting. You're responding to something that just happened.
Unless your  character is prone to standing motionless for extended periods, one would assume they're always moving and reacting.

The issue, then, comes when you try and react to void something that already happened.
To me, finishing a post without responding to something means that that action is solid and cannot be changed by future posts.
So if A performs an action, no matter how minute, and B does nothing about it, that action cannot be reacted to later.
So if in two rounds that action causes something else to happen, B must react to THAT action, and not the initial one.

Metagaming is dumb, but much harder to track and prove.
So, I would say zero tolerance for retroposting (meaning going back more than the previous post to try and change something). So if you're determined to be retroposting, you repost. If you used your repost, then that action is simply stricken.
Three strikes for proven metagaming seems fair.

Honestly, would a 3:4 ratio make that much more of a difference than a 2:5? Holders still wouldn't have majority, or even 50%.

I'll admit though, I don't fully understand the 2:5 rule to begin with.

That is similar to what Saburamu said, so between the two of you, availability vs interest, which of you two are more available for the task? Not that I think it will be particularly arduous, but it's when the going is easy and we get complacent that something crazy random pops up.
I'm super available, but less super interested. I would do it help, but...
What if you give it to Sabu, and simply put me as a stand-in? That way, in the event of need, if one of the council can't be reached, you've got a back up.

-The match is IC. You must RP learning that Misumi is the host, finding her, and getting her to fight you. As this is part of an RPG, this is non-negotiable.

-Once a judge is agreed upon, either before the fight starts or the first time a decision is needed, they are the judge for the rest of the fight.

-You can only use what abilities and tools you have In-Character during the fight. Should be obvious.

-If you take 7 days to post, the fight will be called off and you will be declared the loser. Note that the timer does not reset if you posted once and then have to repost. I.e. You waited 6 days to post, but your post was all godmodding and autohitting, and then waited 3 days to repost, then you still lose. Seems fair.

- If you're rude or nasty at any point, you forfeit. It's a game.

-Everyone gets ONE repost only.
