So let's make a council. As per the proposed rules...

Bijuu Council Rules and Guidelines

1] The Bijuu Council will consist of 5 members.
2] Council Members elections will occur every 6 months.
3] Council Members cannot be judges for Bijuu matches.
4] Council Members cannot be Current/Active Kages or Bijuu Host/Owners.
5] Hosts who have been stripped are eligible to run for a council seat.


So who fits that criteria?

Here are some names of forum folk and non-forum folk...I would love to have others who do not frequent the forum proposed as well, of course they would have to start.... But anyone proposed would have to post they even want the job.

Some names to consider in no particular order:

Soya

People Who Are Interested in Being a Council Member:

People Who are NOT interested in Being a Council Member:

Gitsune

So this is just a starter list of people. If your name is here please reply yes or no to an interest in taking on this role. Or if your name is not here and you are interested, please volunteer.

Now...I see no need to rush rush this thing. We need to have 5 members and people will have to vote. But everyone should spread the word we are trying to create a council and get some community input going on here.

I will be editing this first post when and if people reply to indicate who is interested and keep tabs of those that are proposed and stuff.

No. Not at the moment. It is something I may be interested in in the future. But for now I don't think I'd be able to contribute to the fullest.

This would change it. It would give me a reason and surely my curiousity will do the rest.

Also i can't douse a forum into FIRE so thats good, yes?

I am interested, but i would like to know following:
What exactly would the council do?
Why aren't they allwoed to be current Kage? Just curious here. Does this reflect in the Roleplay, somehow? You know i am a sucker for good stories.

So let's make this a goood chapter, shall we?

but to answer your immediate question...Current Kages and hosts and leaders of organizations can't be council members int he interest of staying unbiased toward the rulings they hand out.

to avoid potential favoritism and such.

anyway...everything is not finalized just yet. We still need to cleanup the gray areas. Getting council elected is just one part of the clean up.

You knew i would ask for the rules. And what spare time? I only have a tiny hill left!

* rocks his spiders in his arms* Someone gotta take care of the spiderlings...then place them in suna to peek on people...I mean..I would never  observe my own village all the time and hope to peek on fine inviduals~

Damn those are lots of rules as i may say. Very intensive. And confusing me. now i know what is menat with clean up.

I've had a few bijuu, I've judged a few bijuu matches, I've made and implemented quite a few bijuu rules. I've been an active kage while having a bijuu. Those 'tasks' have happened over the past few years...never once was I accused of being biased.

As far as I can tell I've been a pseudo council member this whole time. The only difference is that this would make it official. It would also bind me from being able to get a bijuu if I so wanted one or be a kage in that same respect. Not a huge fan of that. While I'm not saying the council is a bad idea for others it's not for me.

I can continue doing what I have been doing and not be on the council. Unless something changes (my mindset or w/e) I'm going to stay in the pseudo council.

I've lost just about every fair election that I have ever been in in SL, but I"m feeling good about this one.  8)

I think it is the wish of everyone to see the community improve. Why else would we bother to keep trying?

But I also understand that this will be a stressful position to fill. So while I personally am not up to this chore, I am most thankful for those who are willing to run for a position on the council.

I'm surprised I was considered, brings a little itty bitty tear to my eye. I do creep on certain topics to stay informed about things in the community, most of the stuff is Biju related. But, I'm not sure if I can...

Would I have to step down as Leader of Manji to be considered? Is anybody treating them as a full fledged Organization? If not, awesome, then I'd love to try my hand. If so... awesome, finally getting the respect they deserve!!

Like Mad(Shad) said before, it would bind the possibility of trying for a Biju or even trying for the Kage hat. But with the Biju harvest merciless Bocch is undertaking, I don't think it'd be a problem.

Did we say organizations too? I thought it was just current hosts and village ladles? I somehow typed ladles instead of leaders but I liked it so I left it. :D

There are a few issues with the council that people will need to become aware of...

issues makes it sound horrible. lol

what i mean is...workings.

It was proposed that the positions be temporary and rotate out every few months. so certainly you would not be locked into the job forever and barred from taking on roles that are excluded from being a council member. like kage...

Uhm, we talked about what if a council member becomes a host...well they step down and are replaced.

things like that.

Duties will have to be ironed out for sure. These rules and guidelines have not been all ironed our yet, but clearly it is time to pick this chore back up again and get things moving, inspire interest again and motivate each other to finish things up.

these half formed...more than half truly...but incomplete rule sets, terms for service on the council, duties for council members...and of course how to handle the ever popular IC hunt...still need to be finalized.

ah another post let me read....

hmmm, I feel that the organization head who has members who are hosts would fit the same scenario as a kage of a village who had hosts running around too. but no...i do not see that stated in that manner in the rough draft of the rules.

just another issue that needs to be finalized/voted upon?

The current duties of the Council Member are not at all that extensive. If I recall correctly (too lazy to quote atm) all they have been given the power to do is enforce the biju rules via stripping (voting and deciding among each other. This is something some of us forum frequenters have, as Shadow put it, been trying to do already in our spare time) and every now and again GM a running wild tailed beast.

They aren't allowed to judge matches, so quite frankly, there is not much else for a member of this Council to do aside from the two main responsibilities I just listed.

Are the candidates for the first Biju Council. I'll give it some time, then I'll make a vote thread either in Council voting or in village square with a poll. There are to be 5 members on the Council, and since there are currently 6 interested candidates, that means one person will have to be voted off the island.

The top 5 vote getters will be Council members sound like a good idea?

If they're not still interested by the time of the vote thread I"m sure we'll hear about it. The answer to that is probably no though, if this thread is anything to go by.

More importantly will be the rules, right after a council is elected. I feel like the rules are far too complex and long.  I couldn't tell you one on top of my head.

We tried making them simple last time and the reaction to that was to grab on tight to every loophole and drag the rules kicking and screaming into the dirt. So this time we tried to close every loophole we could think of with very specific rules

JEEZ. But having the Bijuu fights OOCly, is a loophole in itself, no?

Imaigne you rpa Bijuu, but an OOC bijuu fight is going on and then in the next day you are like "Oh guys,  remember the magma fire wall i just made? Imagine it to go POOF!"

everyone: Why?!

"Oh i started an OOC fight a week ago, result i lost my bijuu now, POOF!"

WTH?

Ok, this owuld never end up like this, but imagine it in this comically way.  I think that having rules that are too complex to understand or memorize, is worse than having a single loophole. Simple stuff can be great too....but perhaps i stand on lost ground....

The rule for situations like that has been that you finish the rp you are in and then once it is done, chronologically speaking, your lost fight then occurs and you no longer have the bijuu.

The role of a council member is not to change the rules but to uphold them. If you do not understand the rules, then perhaps you should not run for a council slot.

Did you read all the bijuu rule making section of the forum and see the discussion and months of work that went into these things? I will suggest to you again that if you have not, then you should go do that. Many questions you have about them can be answered there in great detail by many voices.

As was stated by Bocc, we did try to make the rules simple. And people could not seem to handle that.

So here we are.

Am I saying that these rules cannot be changed ever?

No way. But to make changes before they are even given a test run is just a bit of a slap in the face.

I read the rules, dun worry. Maybe let me rephrase a thing. I find that the rules are written too complexly, whilst they in themselves are understandable.

Some i do find a bit odd, but i agree. Let's test run them first. And I shall still make simple notes for my own usage, that's how i learn XD

Beside if i ever need them, it will be handy to have a 'to the point' version.
Again, my own way of learning and understanding and in no way an offense.
