I've seen people with these and I've been wondering how to get one. I checked the FAQs and Pref's but to no avail. Can I get one, or do I need to do something first? (i'm a genin)

Oh, ok thanks...I thought you might be able to set one...Not choose from some that are already there...I can't even get one yet anyway! Someone can close this now.
