The tournament will be divided into 3 groups; Light Weight, Middle Weight, and Heavy Weight. The winner of each group will be determine by the most number of wins. Yes, you heard me, MOST number of WINS. This mean that just because you lost one match, doesn't mean that you are out of the game!
Light Weight
No Kekkei Genkai (Bloodline Limit), no Jinchuuriki, no Sennin Mode, no 8 Gates, no clan specialties (techniques that only your clan can use), and no summoning gigantic creatures (but anything below human size is allow). Just average ninjas that use Ninjutsu, Genjutsu, Taijutsu, and ninja tools.
Middle Weight
You may use Curse Seal (limited to stage 1 only), Kekkei Genkai (limited to one only), 8 Gates and clan specialties. Jinchuuriki, Sennin Mode and giant summons are still forbidden.
Heavy Weight
You may use Curse Seal (stage 2), more than 1 Kekkei Genkai (like a certain Kage in the manga), Jinchuuriki powers, Sennin Mode, and summons giant creatures to aid you in your battles.
Rules
1) Humans only.
2) You may join all 3 groups, but make sure you adjust your fighting style. Example, you are not allowed to use Sharingan even if you are an Uchiha when you are fighting in the Light Weight group.
3) You win when your opponent is KO, killed, or surrender.
4) When you are killed, you automatically lose the remaining battles. But you will still crowned the Champion if you have the most wins at the end of the tournament.
5) Injuries stays! If you lose a limb or an eye in a match, you will start the next match handicapped (this applies to summoned creatures as well)! Cuts, bleeding, internal injuries however, will be completely healed. Chakra, ninja tools, and weapons will also be healed, resupplied, and repaired.
6) New entries in the middle of the tournament are accepted, unless I've already closed the registration.
7) All your skills and ability must be based on the Naruto manga or TV series (not including fillers and movies). So don't give me the "They showed highly advance weapon/machinery in the movies!" crap.
8) You may auto-hit (assume that your opponent is hit by your attack) if your opponent does not reply after 24 hours has passed since your last posted. There will be no exception. If you got sick, internet went down, PC crash, or any other unfortunate incident was to happen to you, I can only offer my condolences.
Please note that the rules may change if there are many petitions about certain rules, or the number of participants exceed my expectation.
Prizes
300 Donation Points (given to your Shinobi Legends account) to the Champion of each group. Yes, you will receive more than one prize if you emerge as Champion in more than one group. You are also allowed to give the Donation Points to any character even if the character is a friend's.
Please note that the number of prizes (as well as the amount) given out may change if there are sponsors *cough* Neji *cough*, or the number of participants exceed my expectation.
*When there are 2 participants with the highest score, then the participant with the least loses (whose character is still alive) will be crowned the Champion. If they both have the same number of wins/loses/draws then they will have to fight each other for a second time to determine who is the Champion.

Unlike the last one, this one takes place on a forum. Which means, the participants do not need to be online at the same time in order to roleplay fight. And in order to prevent the fights from getting stuck (because your opponent hasn't replied yet), your attack auto-hit after 24 hours.
To make it fair, neither you nor I get to pick whose your opponent. Because you will have to fight aginst all other participants. They of course have to do the same. And the participant with the most wins will be the champion.
To speed things up, participants are allowed to challenge all other participants in 1 on 1 fights at once (in different threads of course). For example; 4 people joined; A, B, C, and D. A can do an "A VS B", "A VS C", A VS D". Then B can do a "B VS C" and "B VS D". Then C can do "C VS D". D just needs to join the fights that involves him which has already been created.

With that being said, no1 will ever take your word of you being the 10 tailed bijuu or its host since there's already 9 official SL Jinchuurikis.
Also, assuming that your SL acct is the same name (Santachi). You dont even have the Uchiha KG. Considering the name of the move is called Mugen Tsukiyomi, you would most likely need Mangekyou Sharingan to do it...maybe even Eternal Mangekyou Sharingan.

You can use anything just as long as it doesn't stray too far from the manga/anime (excluding fillers, movies, OVA, games). Joke weapon or jutsu that are too hard to be taken seriously aren't allowed.
Example:
Lala wields a huge toy hammer and uses Suiton: bubble no jutsu, blowing bubbles without soap!

Bad enough they are using puppets as weapons and we label them as toys in the real life. >.>
One can change wording and call it a large wooden hammer. But if you want it be Naruto-like, one could get a sword out and flow chakra into it so that the chakra will shape out into a hammer's head like what Chojouro did. http://www.onemanga.com/Naruto/466/04/

We have seen gas (Shizure), acid (5th Mizukage), water (2nd Hokage), mud (3rd Hokage), oil (Jiraiya), fire (Uchiha clan), wind (Kakuzu's mask and Danzo), lightning (Kakuzu's mask), sand (Gaara in his half-Shukaku form), snakes (Orochimaru) and possibly various weapons come out of somebody's mouth. Who's to say you cant release soap bubbles straight from your mouth? >.>

Well I heard Neji doesnt encourage such dealings but what you could do is set it up in such a way that there's 3rd person who plays a moderator in the trade.
Like Player A wants to buy one of Player B's accts. Player C decides to play moderator in the deal and both A and B trusts C. So Player A gives Player C the DPs while Player B gives the pw access to C. Then Player C gives DP to Player B and gives pw access to Player A. The most suitable candidates for Player C would be the staff members themselves. Surely they wont cheat you and could be trusted. Or simply ppl that both players can trust.

If you fight seriously then why not. But some people just simply fool around. I am not saying that you can't blow bubbles out of your mouth. If you use it to counter an oil jutsu or to create a sea of foam to hinder the movements of your enemy, why not. But if you use it to simply blow bubbles into the air for fun, then no.

I've only heard talk about battlegrounz, not really visited the sight nor joined. When you join, is it who claims what over there? Or is it what your accounts have in SL?

Currently, you can claim to be whatever you want. Like my non-existing Kekkei Genkai for example. But it still has its limits. Like no Bya-shagan (Byakugan mix Sharingan), but if you have Sharingan in one eye & Byakugan in the other (implanted through surgery), I can swallow that =)

Are there multiple people claiming things that are the same?
Bijuu for instance, I read something about bijuu chakra in this thread, I believe. Are there hosts there?

In normal roleplay, you can. But in the tournament, no. However, if no one is against it, then why not.

I was thinking of starting the tournament once we have at least 4 people in each group. But if eveyone vote to begin it now, then I will just let it roll now.

Just to make sure:
1. No non-canon weapons at all? Like a sword that can release fire or wind attacks?
2. Same with non-canon jutsus as well, including jutsus that we have gained from various naruto-based sites.

Elemental swords, no. There are no such weapons in Naruto (excluding fillers & movies). Your own original Jutsu and kekkei genkai are allowed.
Example of things not allowed,
1) mechanical armors & equipments
2) mechanical weapons
3) tailed beasts with less than 1 or more than 10 tails. If you want to know why, please read the manga. Don't want to put the spoiler here.
4) max kekkei genkai per person, 2. If you want to know why, please read the manga. Don't want to put the spoiler here.
5) ghost, demons, or undeads.
6) immortality (no, even thou Hidan is immortal).
7) and of course abilities, powers, techniques from other anime.

Mmm...but we have seen mechanical weapons from Naruto though. Example: Asura Path, Sasori (technically his puppet, Hiruko was his mechanical armor as well), Chiyo (mechanical arm that creates a chakra shield), Demon Bros (their special guanlets), Dosi (Melody Arm)...probably a few others.
Forget what I said about the Lion-Headed Cannon being the weirdest. I think Kisame's weapon, Samehada won that award. >.>

I am talking about way advance machanical stuff, examples;
1) Machine gun that shoots kunai (Shippuuden movie 2)
2) Chakra armor with snowboard, metalic arm that can fire at enemy, blade like wings that make your fly etc (Naruto movie 1)
3) Battleship & flying units (Shippuuden movie 2)

Hrm pondering on whether or not should I join these tourneys...if I do I wanna have a bout with Gyu.
But what I really would like is make a sorta mini-event for all the shinobis in the forums, I'll sleep on it since I have it all planned in my head.

I really wouldnt classify Asura Path's weapon-based abilities as a KG. >.>
Kekkai Genkai (literally meaning "a technique limited to inheritance by blood" or "Bloodline Limit") are abilities passed down genetically in specific clans.. These genetic inheritances grant the ninja unique abilities and physical traits not found anywhere else in the world. How do you past down machine parts? >.>
Witnessing how a living person can have mechanical parts like Chiyo, I think the whole "shooting arm at enemy" thing isnt farfetched. If Chiyo's puppet arm was used more like a weapon projectile, it could work.
Konoha will most likely study the dead bodies of Nagato, like they have in the past and may develop a way to harass some of Asura Path's advanced weaponry. We might be able to see ninjas carrying missile launchers later in the series.
Before the appearance of Asura Path, most ppl were thinking how they will be no advanced technology in the Naruto, like they were living in the Stone Age or something. But if Kishimoto is willing to bring that into play, what else does he have in store for us? Maybe another living ninja with 2 mechanical arms that possess lasers or electrical whips. Who knows?
I can understand that the usage of such weaponry could be god-modding but I'm just saying that the possibility could be there.

I would prefer not to see any missile or robotic arms/legs/etc in the tournament until they are shown in the manga as, with no doubt, modern weapons. When I said "with no doubt", I mean that it's clearly a mass-produce weapon that anyone can just pick up, equip themselves with, and fire.
