Anyway, for nerfing Senninka hacks, I assume you want to nerf pirated Jugo clan genes, else you're not nerfing anyone as I think I'm the only pure user last I checked.

Any nerf to it would have to go against canon info. But one could just say implanted genes give you 5-10 free turns of Sage Mode a battle, logic being your body is not full of those cells, just partially thus you can't store an indefinite amount of natural energy.

Time for the swords to not be "sealed". Give them to someone in Kiri, hold a tournament, give them to a random acad, just get them out into rp. Some of these swords have been sealed with no owner for years, that sounds like inactivity to me. To be fair to everyone, give Kiri a week to hand out the swords  just make them tied to someone and not sealed. These swords as so cool and important to early Naruto. Zabuza was iconic once Naruto came out, so much rp could be done. It's time for the swords to be given out.

As for Bocc as a mod on the wiki. Take it up with Yumei, he owns it, his call.

I understand your issue Kay, but nothing to really do about it.

Way I see it, not different than similar politics from medieval era.

Kage is the legit ruler, Ichi has a problem with him and wants the crown. Ichi makes his own clan and is attempting to usurp him. Ichi only gains authority if enough people support his cause, but at the end of the day is still illegitimate. Basically at this point he's a rebel group. How does Ichi gain legitimacy?

A. Negotiate's with Kage. Perhaps if he has enough supporters, Kage will step down.
B. Civil War eventually breaks out to decide winner.
C. Attempts diplomacy with foreign nations so they see him as the lead power.

In Real life terms, it's like any war of succession, in Naruto terms is just like Nagato and Hanzo. Two forces, one country.

I suggest they treat it like an rp scenario. Ichi please do roleplay like the Godaime Amekage, but please don't assume you control Amegakure just yet. You are a rebel, the Akatsuki like in the Naruto. Strive to convert your home nation, win a civil war, or plead with other nations to recognize you. 

I see nothing here, but great rp scenarios. Perhaps the people of Ame will turn on Kage, perhaps loyal Ame forces will stomp out Ichi and the pretenders, perhaps world wide conflict happens because say Suna sides with Kage, but Oto sides with Ichi. Truly wonderful.

Sharingan eyes took notice of the spawning of a small forest, the creation of clones, and said clones being directed towards him. Having his eyes easily follow everything, all there was left to do was react. The Yondaime started by quickly dashing away from the original kage and said clones who were moving towards him. The Yondaime was typically a distance fighter, and would seek to create separation. Considering his virtually unlimited stamina and endurance, he would keep rapid movement up for a very long time.

Once adequate distance was created (About 20 meters from the clones, should they attempt to follow, else 20 from you) the Yondaime would come to a hard skid, his feet dragging into the ground. As he stopped his movement, the Yondaime would slam his hand to the ground, causing a moderate amount of smoke to propel into the air. The smoke would clear within seconds, revealing the Yondaime on top of a giant clam with an Otogakure symbol etched onto it's shell.

Without hesitation, the clam would begin expelling mist through it's siphons, albeit a purple one. This clam was a variant of the typical one, and could expel Otogakure's secret hiden Dokuton through it's vents. The mist would quickly cover the fighting location in a matter of seconds. The Dokuton when it comes into contact with any organic matter (except the clam and Yondaime) would seep into said being, and infect their chakra network, "eating" it till it ran dry. This meant Kage, his clones, and even his Mokuton forest were targets.

It didn't end there, the mist produced also had a genjutsu effect, able to manifest realistic mirages using the mist exuded by the clam. Making it difficult for observers to distinguish from the real thing through normal methods, this would serve to hide the location of the clam and Trev, who would quickly move from their original location once the mist was expelled.

In an attempt to confuse Kage, various images of the clam would appear in the distance, away from where the real clam was. An image of the Yondaime would also appear from the mist, charging a short distance away from Kage, an attempt to distract him as he would think a nearby threat emerged. Of course Kage, had the sharingan, but since the mist was constant, any attempt to break it would result in him being put back into the genjutsu until the mist was cleared.

Thus by the end of the Yondaime's actions, Kage faced several issues. One, could his sharingan sense the real Trev and Clam (Debatable), did he know enough about the jutsu to not try and continuously break the genjutsu and aim for the mist? Several mirages would attempt to bait and distract him. And finally, if swallowed by the mist, his chakra would slowly start to drain. For kage to survive, he would have to answer these issues, made much more difficult if he did not know the nature of Otogakure Dokuton, or the uniqure nature of this clam.

The Yondaime Otokage would appear in the plains, some distance away from the other Yondaime, albeit an Amekage. The Yondaime too being of Uchiha descent would have his three tomoed sharingan swirling in his eye socket.

If examined closely enough one might notice the melody gauntlet attached to his arm, but more importantly if a keen eye his opponent had, he might notice the undead status of the Otokage. Further more, if he was trained in the sage arts, he would be able to eye the constant flow of natural energy, a product of his clan's heritage

That could work in an ideal world. But overtimes the host and hunter probably won't like each other. The espionage I had in mind ranged from perhaps making alt accounts as disguise, or trying to get intel from a friend in the village. Or you could kidnap members from a village, invade their mind for information, etc. Or you could just sit around the village, try to listen for intel.

There are many things you could do, and the scenario you propose could work. But it requires a certain level of cooperation not normally found. But it is certainly possible, opening the lines of communication between the two parties would make things smoother.

I just don't foresee those types of problem Eric, being a persistent thing. For one bringing a small army of players with your jinch leaves your village open to attack. But more importantly it requires much synchronization. The bodyguards have to be on and leave with the host the day they have to leave, every two weeks. That will be hard to accommodate due to life.

But I think my rules are a fine "start" point. Sure they need details filled in. You could add elements like a bodyguard limit, etc. But either way for IC hunts to be an option, it is my belief they must take place away from the village. Biju fights already have like a 15% chance of working out (made up stat), but adding a village fight lowers it vastly.

The second main problem is the finding out the biju. The host need to make it a little easier to be found, but the hunter needs to do more than "Look into my crystal globe, I see you!" I think exact details can be worked out, but espionage is a good option in various ways. It wouldn't be overly difficult.

And yes I expect people to hide in a fortress, but to say everyone will is not correct. I recall former host such as Athos and others going to open fields often, or I think even Bocc liked to inhabit zone four for an elemental advantage with the Yonbi, etc. Some will do it, some will not. But it's better than a village fight.

Anyway, agree or disagree at your whim Eric. I shall await others opinions. No sense in going back and forth on an issue if everyone else hates my "base" guidelines. If it gets some steam and approval and details start to get filled in, that will be the time to nitpick away at it (Which is needed to close loopholes)

If you can't see the difference between fighting a village and fighting a fortress Eric then I don't know what to tell you. Having far less actual players involved
1. Decrease waiting time between posts
2. Tends to smooth things over ever so slightly with the losing party. Since before the losing party may lose their village or interrupt others rp. This would lead to be judge decisions, more waiting, etc, etc. As more lives are on the line.

So like others say, if you don't see the difference idk. And people hiding in fortresses would not necessarily be the most common approach. Host could go sit in a field for all I care.

Also, I do not care if it is contradictory or makes no sense rp wise. The normal way it should work with character hiding and using any sensing technique to find them is simply just not working. No matter what we come up with, there will be obvious loopholes, we just have to find the one's you're willing to deal with. I'm willing to deal with someone for example assaulting Rakudo in a field cause he's a Mizukage while oocly wanting the biju. Cause short of someone admitting that, you'd never be able to know, only assume. I can live with that, cause you'd have to still find out when Rakudo leaves and where to.

The process should be about making a fight happen, not avoiding it. The main point of RP hunting was to not avoid challenges (though that is what it has become). It was for people that hated OOC rp, and wanted their rp to make sense. Thus to fight them, you had to at least find them and create said rp scenario that makes sense; instead of just going, fight me now to the death for your beast.

But if my way is so bad, and you have a better method, do tell.

The only IC hunt that ever worked was really Bocc and myself, and that only worked cause we liked each other and I'm not overly difficult as many of SL can attest to.

Personally I would get rid of IC hunt, but if it must remain, here are the guidelines.

1. Bring back the rule that the host must leave the village every two weeks for one day. This gives the hunter an opportune time to attack, and avoids getting a whole village involved (Never ends well) Heck the host can take bodyguards if they want, idc just leave the village. Perhaps like Kay's idea, a new personal village rank can be a jinch bodyguard? If the host wants they can even set up shop in a personal lair full of traps (Trev went to Mugen Castle) so they're not really losing any advantage.

2. The host is not allowed to hide their presence, no special seals that hide yours or biju chakra, nothing.

3. The way in which people finds biju is suppose to be hard, it needs to be more than sharingan or Byakugan, it needs to be hard. Ideally it shouldn't take any chakra skills, but rather some espionage. Ask around the village, use a technique like Orochimaru did during the chuunin exams and disguise yourself, be a damn ninja and find out info. Kidnap a village member and give em back in exchange for info, something.

Half the problems with IC fights come from 2 and 3. Challenger says I used so and so technique to find you, host says I used so and so to hide and what you did was not legit, etc, etc.

I mean, you try to get rid of that, but it won't go well. My compromise seems best, it doesn't require any debate. Remove inactive's, and if people want, have a free claim section for summons.

Else you're gonna have like a four way debate

Opinion 1: Leave everything alone
Opinion 2: Remove cannon summon claims
Opinion 3: Remove all summon claims
Opinion 4: Remove all claims.

Considering the last time the community go together and got something done was like the Edo Tensei thread, the probability of a compromise is low. Thus take my advice, get rid of any inactive, maybe save their names and give it to Kay and others should they be curious about the past. Start a summon section with the free custom techniques, and anyone who wants their summon as a free claim may move it.
