It doesn't matter how HARD you make it, because there already are features in the game that restore chakra, gives more chakra and give you extra specialty levels aside from leveling with your master.

Never say never, but an event that boost you up to that point is ... wicked.

You saw SinHarvests stats ;) and with that you would make him more invincible, and many other guys.

It is not really balanced, and has yet a story behind it.
