It would be way too complicated and there would be no real way to decide who exactly would be Hokages out of all the strong ones.

Perhaps for Kage+, a "found new village" option?
Like a house...but you can recruit ninjas+train them, and you can do missions and stuff with them...
That way the "real" villages stay the way we have them (fire village, water village etc)

yea, If kamuikachi said it was dicussed before,then it must have been;just for the main reason that he has been in the forum from the beginning.

It was discussed before, also, "vote" ... well

I see many many people opening up accounts just to vote =) if I say "only 5 oro kills and up" we have very few who actually can and will vote... so the thought is interesting (it was here a couple of times) but currently not on my "think-it-through-and-make-it-work" list.
